Invitation for Prequalification and Tender for the Construction of the Minna Convention Centre in Minna City Centre
Introduction
In line with the Niger State Governments vision of attaining the status of being among the three best economies in Nigeria by the year 2020, the State Government is desirous of constructing a Convention Centre referred to herein as Minna Convention Centre to be located at the proposed Mina City Centre along Paiko Road, by Mobil Round About Minna, Niger State. In pursuit of its urban renewal programme, the State Capital Minna with a convention and adjoining befitting shopping arcade or mall for which architectural designs have been completed.
Accordingly, Niger State Government is inviting reputable, competent and experienced companies to bid for the construction of the proposed Minna Convention Centre.
2.0 Project Description
The proposed Minna Convention Centre comprises of 3000 capacity grand hall, seminars and meeting rooms.
2.1 Construction
The works includes the construction of the Minna Convention Centre consisting of concrete and stet structural frames, main/central core in concrete and steel elements on raft and strip foundation.
3.0 Prequalification Requirements
All Bidders are expected to be Local/International firms with proven track record in construction works.
In order to prequalify, prospective firms must provide the following information.
i. Evidence of financial capability from a reputable bank.
ii. Evidence of registration with Niger State Public Procurement Board (NSPPB).
iii. Evidence of Registration with Corporate Affairs Commission (CAC).
iv. Evidence of three years Tax Clearance and VAT Certificate.
v. Evidence of three years Audited Account.
vi. Evidence of Registration with Niger State Ministry of Works and Infrastructural Development.
vii. Evidence of previous work carried out.
viii. Company profile containing contact person, telephone number and e-mail address.
3.2 Technical and Financial Bid Requirements
- Methodology for undertaking the assignment and work plan.
- List of plants and equipment relevant to the project.
- A non- refundable bank draft of tender fees of N200,000.00 (Two Hundred Thousand Naira Only) payable to Niger State Ministry of Works and Infrastructural Development
- Completed bidding documents; and
- Composition and profile of management team showing relevant qualification and years of experience in construction/hospitality industries.
- Any other additional information that may enhance the bidding process.
3.3 Bid-Security
A refundable Bank Draft of 2% of the total Bid price
4.0 Bid Documents Collection & Submission
4.1 Collection
Interested bidden should collect bidding documents from the Office of the Director Public Building, Ministry of Works & Infrastructural Development, Block E, Abdulkareem Lafene Secretariat Complex, P.M.B 60, Minna, Niger State upon presentation of non-refundable Tender fee of N200,000.00 (Two Hundred Thousand Naira Only) in form of Bank Draft payable to Ministry of Works and Infrastructural Development.
4.2 Submission
All submission must comply with the following:
i. Prequalification documents sealed in a envelope marked “prequalification for the Construction of Convention Centre.”
ii. Technical and Financial Bidding documents should be separately packaged in a sealed envelopes dearly marked as “Technical and Financial” as appropriate and put together in a single envelope.
iii. Documents (i) and (ii) should be enclosed in a bigger envelope marked Prequalification and Tender for the Construction of Minna Convention Centre.
iv. All bids to be addressed and submitted to:
The Permanent Secretary,
Ministry of Works and Infrastructural Development, Block E,
Abdulkareem Lafene Secretariat, Minna.
v. Bids should be submitted not later than 22nd November, 2013 by 12.00 noon. All bids shall be publicly opened on 25th November, 2013 at the Conference Hall of the Ministry of Works & Infrastructure Development in the presence of bidders and/or their representatives by 10:00 am
