Invitation for Pre-qualification/Invitation to Tender and Expression of Interest (EOI) for the under-listed Projects provided in 2014 Budget
Introduction
The Federal Ministry of Power (FMP), in furtherance of its statutory mandate, intends to implement some capital projects under various works and services as provided in the approved budget for the Financial Year 2014.
To this end, the Federal Ministry of Power in accordance with the Public Procurement Act 2007 hereby invites competent, reputable and interested firms to tender for the Procurement of the following Works and Services as specified below:-

Consultancy on Enumeration and Valuation of Assets for the Ministry |
Scope of Services for Consultancy Services for the Enumeration and Valuation of Properties Affected by the Mambilla Hydroelectric Power Project
2.1. The scope of services shall include:
i. Reconfirmation of identified project affected persons.
ii. Checking of identification numbers and issuance of identification cards.
iii. Identification and valuation of farmlands and other land holdings and economic trees.
iv. Reconfirmation of households (buildings, deities, burial ground and other public building.
v. Assessment of compensation payable to affected persons and communities; and
vi. Liaising with the Emirates, District Heads and village Heads for possible resettlement sites.
Scope of Service for Transaction Advisor on Coal to Power Generation Through Public Private Partnership (PPP)
2.2. The services to be provided include but not limited to the following:
i. Completion of project preparation, including PPP transaction structuring.
ii. Market sounding to confirm decisions on scope, structuring, and timing of transaction.
iii. Financial analysis and modeling.
iv. Upgrade the feasibility studies report to outline business case (OBC) in line with the National Policy on PPP (N4P).
v. Assistance in designing and managing the procurement and evaluation process and support to FMP Project Delivery Team (PDT) during that process.
vi. Analysis of enabling legal framework.
vii. Readiness for market assessment.
viii. Preparation of information memorandum and tender documentation (including concession contracts etc).
ix. Support in marketing.
x. Organisation and preparation, where necessary of supporting documentation to be made available to bidders (including technical analysis).
xi. Assistance in negotiation with one or more parties prior to contract award; and
xii. Management of other advisory inputs and overall management of the advisory team to ensure a successful transaction.
General Pre-Qualification Requirement
- The Ministry, in line with Public Procurement Act 2007, and Bureau of Public Procurement (BPP) guidelines, will carry out pre-qualification of companies who respond to this advert based on the following requirements:
3.1 Mandatory Requirement
- Evidence of Company Registration with Corporate Affairs Commission (CAC).
ii. Evidence of Tax Clearance Certificate for the 2011, 2012 and 2013 ending in December 2014.
iii. Evidence of VAT Registration and Remittance.
iv. Evidence of compliance with the industrial Training Fund Amendment Act, 2011 by inclusion of Compliance letter from the industrial Training Fund.
v. Evidence of certificate of compliance by National Pension Commission (PENCOM)
3.2 Other Necessary Requirements
- Comprehensive Company Profile.
- Verifiable evidence of having successfully completed similar works in the past (at least three evidences including Completion Certificate, Inspection/Certification Certificates issued. Award letters are subject to verification.
iii. Financial Capacity Profile of the company and Banking Support.
- Curriculum Vitae of individual staff who will be assigned to the required services including qualification, individual experience in handling assignments and attestation available.
- Submission of three (3) years Audited Account for 2011, 2012, 2013; and
vi. Evidence of Registration of firm with relevant Professional Bodies.
4.0 Specific Requirements:
(A) 215 MW LPFO/GAS POWER PLANT
- Evidence of Construction of fuel tank, with certification of NNPC or previous jobs of that capacity (l.5million litres fuel storage tank); and
- Evidence of Annual Turnover of N800Million.
(B) Category B – Works
- Proposed pole manufacturer’s Technical details, Brochure and Certificate of Pole manufacturing as certified by the Federal Ministry of Power.
(C) Consultancy Services for the Enumeration and Valuation of Properties Affected by the Mambilla Hydroelectric Power Project
- Verifiable evidence of Firm’s experience in similar consultancy services on compensation valuation including at least a Dam project and participation in the resettlement activities.
- Curriculum Vitae of individual experts/staff who will be assigned to the required services including qualification, individual experience in handling assignments and attestation available.
(D) Transaction Advisor on Coal to Power Generation through Public Private Partnership (PPP)
- Full name and nationality (country of registration of the company).
- Profile of firm/consortium including ownership structure and role of each corporate entity with full contact details including email of lead firms.
- Details of direct experience advising government in the structuring of PPP transactions.
iv. Track record of successful closing of PPP concessions, particularly in the Power Sector.
- Description of roles played in at least five (5) PPP Power Transactions closed in emerging markets during the past seven (7) years (at least one which should be in past (3) years).
- Relevant experience in the Power sector (including technical competence). vii. Experience working in Nigeria and/or sub-Saharan Africa.

- Method of Submission
i. Prequalification documents for:
(a) Design, Construction and Installation of 6No X l.5million litres fuel storage tanks must be submitted not later than 2:00pm. Nigerian time on 3rd July, 2014.
(b) Expression of interest for Consultancy Service for Transaction Advisor on Coal to Power Generation through Public Private Partnership (PPP) must be submitted not later than 2.00pm Nigerian time on 4th July, 2014.
- Invitation to Tender documents for:
(a) Construction of Amenities and Utility Services to Zungeru Hydropower Station Project must be submitted not later than 2.00pm Nigerian time on 31st July 2014.
(b) Consultancy on Enumeration and Valuation of Assets for the Ministry must be submitted not later than 2.00pm Nigerian Time on 31st July, 2014.
(c) Construction of Rural Electrification Projects must be Submitted not later than 2:00pm Nigerian time on 31st July, 2014.

- Further Information
i. Only shortlisted firms will be invited for further consideration.
- Late submission will be rejected.
iii. This advertisement shall not be construed as a commitment on the part of FMP to appoint any consultant nor shall it entitle any consultant submitting documents to claim any indemnity from FMP.
iv. FMP reserves the right to take final decision on any of the document received in your proposals.
v. No representative or agent should bid for or on behalf of any Firm as the client shall not discuss or deal with any third party.
vi. Federal Ministry of Power reserves the right to verify and authenticate any claim by Firms. Prospective Firms should therefore include in their submissions necessary authority for verification.
vii. All costs incurred in responding to this advert and prequalifying for the projects shall be borne solely by the bidders.
viii. The Federal Ministry of Power shall not enter into any debate or discussion with any party with respect to the rejection of bid not conforming to directives and accompanying documents.
ix. For bidders bidding for projects in the North Eastern geopolitical zone, it is required that they present a formal undertaking that they are capable of working in the area.
