Invitation for Pre-qualification/Bid
A. General.
The Enugu State Ministry of Water Resources, on behalf of the Enugu State Government hereby invites Contractors with proven experience, competence and financial capacity for the expression of interest/collection of bid documents for:
i) Rehabilitation and Extension of Water Supply/Distribution Pipelines in Enugu Metropolis.
ii) Construction of High Tension transmission power lines from Oji power substation to Ajalli Owa water Scheme.
B. Project Summary
Lot A. Rehabilitation and Extension of Water Supply/Distribution Pipelines
The works involves the rehabilitation and extension of water supply/Distribution pipelines in the areas of Enugu Metropolis viz Lot A (1 -12) shown below.
Lot A Description
1. Laying of Pipelines in Trans Ekulu.
2. Laying of Pipelines in Abakpa Zone
3. Laying of Pipelines in Emene zone
4. Laying of Pipes in Emene industrial L/out zone
5. Laying of Pipes in Ogui/Asata Zone
6. Laying of Pipes in Uwani Zone
7. Laying of Pipes in Achara Layout Zone
8. Laying of Pipes in Coal Camp/Idaw River Zone
9. Laying of Pipes in Awkunanaw/Garriki Zone
10. Supply and laying of Pipeline in GRA Zone
11. Supply and laying of Pipeline in Independence L/out Zone
12. Supply and laying of 450/300mm diameter ductile iron high pressure; Pipeline from Iva Valley to Independence L/out
Lot B. Construction of 33KV High Tension Power Transmission Lines
The works involve the design and construction of 33KV power transmission Lines from Oji Power Sub-Station to Ajalli Owa Scheme.
Requirements:
Prospective bidders, must show:
i. Evidence of current registration with Enugu State Ministry of Water Resources as a Contractor.
ii. Evidence of current registration with Enugu State Water Cooperation as a Contractor.
iii. Evidence of Current Registration with Enugu State Ministry of Works and Infrastructure.
iv. Evidence of Registration with Corporate Affairs Commission (CAC) as a limited liability company.
v. Memorandum and articles of association of company.
vi. Company profile and names/curriculum vitae of principal officers of the company, including a project Engineer with COREN certification and practice of not less than fifteen (15) years post qualification.
vii. Last three years (2010, 2011, 2012) company’s audited accounts and Tax clearance certificates.
viii. Evidence of veritable experience in similar projects executed in the last three (3) years.
ix. Evidence of ownership/possession of a substantial proportion of the construction equipment required to successfully execute the contract.
x. Payment of non-refundable processing fee of #25,000.00 (Twenty five thousand naira) only for pre-qualification.
xi. Evidence of registration with PENCOM.
xii. Evidence of ITF registration.
xiii. Evidence of registration with NHIS.
Note:-
Bidding will be by open competitive tendering process, therefore only the financial bids of Contractors who are “Technically Pre Qualified” will he considered.
It is only in exceptional circumstances that a Contractor will be awarded more than one Lot.
A complete set of bidding documents in English Language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a non-refundable, fee of NGN50,000.00 (Fifty Thousand Naira) only at the cash office of the Ministry. Bids must be delivered on or before October 15th 2013 by 12 noon to the HOD (PRS) of the Ministry. The method of payment will be by Bank Draft made in favour of Ministry of Water Resources, Enugu. Bids need to be secured by a bid security of 2% of the contract amount. Completed technical and financial bids should be submitted in two separate and sealed envelopes marked “Technical bid for pre-qualification for the Rehabilitation and Extension of Water Pipelines in Enugu Metropolis” and “Financial bid for the Rehabilitation and Extension of Water Pipelines in Enugu metropolis” respectively and indicating the Lot of interest. Late bids will be rejected. Bids will be opened in the presence of Bidders representative who choose to attend at the address below at 12.30pm, October 15,2013.
