Invitation for Pre-Qualification to Tender for Tertiary Education Trust Fund (TETFUND) Years 2013/2014 Merged Normal Intervention Projects
Applications are hereby invited from reputable and interested contractors with relevant experience and good track record to express their interest in bidding for the underlisted TETFUND Years 2013/2014 Normal Intervention Projects for the Polytechnic, Ibadan.
(1) Profile of Projects
Lot 1: Project Code: POLY/IBADAWTETFUND/13-14/01- Construction of a Faculty Building at the Main Campus.
Lot 2: POLY/IBADAN/TETFUND/13-14 Construction of a Faculty building at the Eruwa Campus.
Lot 3: Poly/Ibadan/TETFUND/13-14/03 – Construction of a Faculty building at the Saki Campus.
Lot 4: POLY/IBADAN/TETFUND/13-14/04 – supply of furniture items and equipment at the main Campus.
(2) Pre-Qualification Criteria
Interested contractors are required to submit the following pre-qualification documents.
(i) Evidence of valid registration as Contractor/Supplier with The Polytechnic, Ibadan.
(ii) Evidence of incorporation of company, current tax clearance certificate for the last three (3) years, and VAT Registration Certificate (which should reflect the value of the projects undertaken by the company in the last three (3) years).
(iii) Certificate of compliance issued by the National Pension Commission as evidence of fulfilling employer’s obligation to employees with respect to pensions.
(iv) Evidence of payment of Training Contribution to the Industrial Training Fund (ITF).
(v) Evidence of registration with the Financial Reporting Council of Nigeria (FRC)
The above requirements are mandatory, without which a company may be disqualified.
Others
(vi) Company profile and organizational structure, including names and resources of key personnel.
(vii) Organizational chart of proposed management team with Curriculum Vitae of key personnel to be deployed on the project.
(viii) Evidence of successful execution of projects similar in Scope and complexity and costing not less than one hundred and twenty Million Naira (N 120,000,000.00) within the last five years.
Copies of letters of award, certificate of successful completion and other supporting reference letters should be attached.
(ix) Reference letter from a reputable Bank stating willingness to grant a credit line of a minimum of Fifty Million Naira (N50,000.000.00) only to carry out the project.
(x) Current company’s Audited statement of Accounts for the past three (3) years and duly stamped by a registered Auditor. (Note that account statement will be compared with submitted tax clearance certificates.
(xi) Proposed method statement for the execution of the project.
(xii) Health, safety and Environment (HSE) Policy.
(xiii) Quality Assurance policy, issued by ISO will be an advantage.
(xiv) Company’s registered address, functional e-mail address, GSM phone Number(s) and facsimile number(s)
(3) Submission of Pre-Qualification Documents
Spiral bound pre-qualification documents in sealed envelopes with the inscription Pre-Qualification Bid for POLY/IBADAN/TETFUND2013/2014 merged normal intervention must be hand delivered not later than 20th July 2015 to:

(4) Opening of Pre-Qualification Documents
Pre-qualification envelopes will be opened by 3.00pm on Tuesday 21st July 2015 and interested intending contractors are free to attend the exercise.
(5) Announcement of Successful Pre-Qualification Bids
Name of Pre-qualified contractors will be announced on Friday, 24th July, 2015 at 3.00pm and the tender documents of the project of interest of each pre-qualified contractor distributed. Pre qualified contractors should note that there will be payment of a non refundable processing fee of (One Hundred and Fifty Thousand Naira (N150,000.00) Only.
(6) Submission of Tender Documents
Tender documents in sealed envelopes with inscription:
Tender Contract Code No………. written at the top left hand corner should be
hand delivered not later than the close of work on Wednesday, 12th August, 2015 to:

The Polytechnic, Ibadan, Ibadan.
The tender envelopes should contain Bursary receipts) for payment of the appropriate tender processing fee.
(7) Opening of Tender Documents
Tender documents will be opened at 3.00pm on Monday, 17th August, 2015 and interested members of the public, especially the tenderers are free to attend.
Important Notice:
(a) That notwithstanding the submission of tender documents, The Polytechnic, Ibadan is not obliged to award a contract to any contractor.
(b) That this advertisement for invitation to pre-qualify shall not be construed as a commitment on the part of The Polytechnic Ibadan, nor shall it entitle any contractor to make any claim whatsoever and/or seek any indemnity from The Polytechnic, Ibadan.
(c) That the Polytechnic, Ibadan is under no obligation to award a contract to the lowest bidder.
