Invitation for Pre-Qualification or the Execution of Capital Projects for year 2014

The Federal Ministry of Agriculture and Rural Development in pursuant of the implementation of the Agricultural Transformation Agenda of the Present Administration desire to execute some projects Nationwide; it also includes Constituency projects though out the country, in the following categories (Goods, Works and Consultancy services). Accordingly, the Ministry invites qualified, interested and eligible Suppliers, Contractors, Consultants to Tender for the Procurement of the following projects:

CATEGORY A: GOODS

Note: For this category Suppliers should not apply for more than two (2) items for 1 quality assurance.

Note: For this category contractors should not apply for more than two (2) items in any of the groups.

Category C: Consultancy Services

Expression of Interests

The Consultant shall perform all engineering analysis; field investigations and related works described in the Request for Proposals (RFP) and shall be required to attain the set objectives. In carrying out the work, the consultant shall be solely responsible for the analysis and interpretation of all data received and for the findings, conclusion and recommendations contained in the reports including aerial surveys or satellite imagery (where required), topographical surveys, hydrological studies, subsurface soil investigation, material surveys, and other field and laboratory investigations required for the examination of various aspects of the alignment, location of suitable construction materials and water.

3.0     General Requirements:

The Ministry in compliance with the Public Procurement Act, 2007 (PPA 2007) will carry out Technical Evaluation of companies who respond to this advert based on the following requirements:

1. Certified true copy of Certificate of Incorporation;
2. Certified true copy of particulars of Directors;
3. Certified true copy of Tax Clearance Certificate for the last three (3) years;
4. Evidence of VAT Registration and remittance;
5. Unabridged Company Audited Annual Report for the immediate past (3) years
6. A sworn affidavit that no Partner/Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both GENUINE AND UP TO DATE;
7. Certificate of registration with National Pension Commission (PENCOM) and remittance of pension deduction to Pension Fund Administrations (PFA)
8. Evidence of contribution to I.T.F.
9. Evidence of verifiable previous works done.
10. No Board Member, Chairman or Director of any Company should be a Staff of the FMA&RD, BPP etc.

Further to the above general requirements, Contractors, Consultants and Service Providers that have registered at the Categorization and Classification in the BPP website, as provided in Part I Section 5(h) of PPA 2007, should consider it as an added advantage.

4.0     Specific Requirements:

Consultancy Services:

1. Evidence of firm’s registration with COREN and/or relevant professional bodies;
2. Evidence of Consultancy Services of Similar Projects in Federal or State agencies;
3. Methodology/Work Plan for Project Implementation and Validity of Offer;
4. Full details of key human resources of the organization whose experience and competencies are relevant to the project with their respective Curriculum Vitae, Academic and Professional qualifications, evidence of Membership of Professional bodies and Staff phone numbers.

Works:

1. Evidence of similar project executed;
2. Verifiable Completion Certificate for similar project;
3. Evidence of relevant experienced Technical Personnel;
4. Evidence of Equipment, Machinery etc.

5.0     Method of Submission:

Documents for expression of interest for consultancy services must be submitted on or before 12noon Tuesday 1^st July, 2014 while those of pre-qualification for Goods must be submitted on or before 12noon Wednesday 2^nd July, 2014. Pre-qualification, Engineering Design or Construction Supervision’ documents must be submitted in separate envelopes clearly marked ‘Pre-qualified’ ‘Engineering Design’ or ‘Construction Supervision’ (Bidders applying for more than one item should specify the name of item on the envelope and return to:

Identifying two (2) items in an envelope will lead to automatic disqualification of the bidder.

All the Bidders are invited to witness the Bid Opening.

6.0     Opening of Bids:

Expression of Interest and pre-qualification documents for Works and Goods are to be .opened immediately after the closing of submission of bids i.e. Expression of Interest Prequalification for Works on the 1^st of July and Pre-qualification for Goods on the 2^nd of July,2014 respectively at Merit House Maitama, Abuja.

For Consultancy Services only shortlisted Consultants will be invited to submit Technical and Financial Bids;

Prequalified Contractors for Works and Goods are to be invited to submit tenders after evaluation and verification of claims, where necessary.

7.0     Additional Information:

The Ministry will verify any or all the claims made by applicants and any Consultants/Contractors who contravene Section 58 Sub Section 4g of PPA 2007 will be liable to Section 58 Sub Section 6a & b of the same PPA2007;Contractors who worked for the Ministry and have history of poor performance, abandonment and termination need not to apply; This advertisement shall not entitle companies who were successful in the Technical Evaluation to make any claims whatsoever, and/or seek any indemnity from the Ministry by virtue of such companies having been technically qualified; The Ministry reserves the right to reject any and/or all technically qualified contractors at its sole discretion and at no costs whatsoever; All costs incurred in responding to this advert for the projects shall be borne solely by the contractors; Non-compliance to the instructions will lead to disqualification.
