Invitation for Pre-Qualification of Contractors
For 2013 TETFund Take-Off Projects
1.0 Preamble:
The Federal University Gashua in its effort to implement its Year 2013 TETFund Take-off Projects and other project hereby invites interested and reputable Contractors to bid for the prequalification exercise in respect of the following projects.
Lot 1A Construction of Fence
Lot 1B Construction of Fence
Lot 1C Construction of Fence
Lot 1D Construction of Fence
Lot 2A Renovation and upgrading of existing Administrative Block
Lot 2B Renovation and upgrading of existing Offices
Lot 3A Renovation and upgrading of existing School Library
Lot 3B Renovation and upgrading of existing ICT Centre
Lot 3C Renovation and upgrading of existing Classrooms Type 1
Lot 3D Renovation and upgrading of existing Classrooms Type 2
Lot 3E Renovation and upgrading of existing Laboratories
Lot 4A Renovation and upgrading of students’ hostel
Lot 4B Renovation and upgrading of existing Transit Guest House
Lot 5A Procurement of Peugeot 508 Allure cars
Conditions for Eligibility
All interested Contractors are required to submit the following documents:
Mandatory Requirements
(a) Evidence of incorporation of company with Corporate Affairs Commission including Articles and Memorandum
(b) Association, Forms CO2 and CO7.
(c) Evidence of VAT registration and remittances
(d) Evidence of current Tax Clearance Certificate & Remittance for the past three (3) years.
(e) Evidence of compliance with Pension Reform Act, 2004 and remittances where Applicable
(f) Evidence of compliance with the provision of the amended Industrial Training Fund (ITF) 2011 Act and remittances where applicable.
(g) Let of experienced Administrative and Technical Staff to be deployed on the project including CV’s and photocopies of academic and professional qualifications like ARCON, COREN, COBOL etc.
(h) Evidence of SIMLAR & verifiable projects executed within the past five years including copies of letters awards and completion certificates.
(i) Evidence of Financial capability and banking support/reference letter from a reputable Bank stating willingness to grant a credit line of a minimum of N30.00 Million in order to carry out such project or Company’s Bank’s statement of Account indicating credit balance of over N30 Million.
Additional Requirements
(j) Company Audited Account for the past three (3) years
(k) Provision of Tax Identification Number (ITN) by each Contractor
(l) Evidence of Company’s Annual turnover
(m) Comprehensive Company’s profile and organizational structure.
(n) Comprehensive list of plants and machineries to be deployed to the project with evidence of possession.
(o) Sworn affidavit indicating that all information provided are true in every respect that the company is not in receivership and none of its Directors were convicted of fraudulent or financial impropriety.
(p) Evidence of corporate social responsibility rendered (if any)
(q) Sighting of original copies of all the documents listed in the profile must be presented during opening of bids failure of which will lead to automatic Disqualification
(r) Payment of Non Refundable Prequalification Fee of Twenty Thousand Naira Only (N20,000.00) can be made directly to the University’s IGR Account with First Bank of Nigeria Plc, Gashua Main Branch Account No. 2024610850, and receipt obtained at the University and photocopy of payment receipt should be attached to the Pre-qualification documents.
(s) Submission of Certified Bank Draft for 1.5% of total Tender Sum as Bid Security at Tender stage after being Pre-qualified.
2.0 Verification of Claims
Please note that Federal University Gashua reserves the right to verify claims made for the purpose of prequalification and financial tender as submitted by any interested Contractors.
3.0 Submission of Pre Qualification Documents
Prequalification documents should be neatly packaged in a sealed envelope marked “Prequalification of Contractors for 2013 TETFund Take-Off Projects” indicating in each, the project Lot at the top right hand corner of each of the envelope and addressed to: The Registrar, Federal University Gashua, Yobe State. Contractors must submit their documents on or before 2:00pm on Thursday, April 24, 2014 at the University’s Take-off site located at Nguru Road, Gashua, Yobe State. To be considered for financial tendering, a hold in the presence of applicants or their representatives at the University’s Take-Off Site located at the University, same day Thursday, April 24th, 2014 as from 2:00pm.
4.0 Sighting of Original Documents Tendered
Please note that the Federal University, Gashua, requests all bidders to present all original pre-qualification tender documents for sighting during the opening of bids exercise. Any bidder who fails to present the original during the opening exercise will be disqualified automatically.
5.0 Important Notice:
All applicants are to note that:
- No one single Bidder should Tender for more than 3 projects at a time
- Each Lot should be paid for in separate Bank Teller and official receipt obtained accordingly.
- Only firms capable of executing the jobs would be published on the notice board and contacted.
- Nothing in this advert shall be construed to be a commitment by Federal University Gashua.
- Failure to comply with any of the above instructions or to provide any of the above listed documents may automatically result in disqualification.
- Bidders are to note that the pre-qualification is not an invitation to Tender or bid and does not create an invitation by the University to any company. Only pre-qualified companies will be invited to tender for the projects.
- The University reserves the right to discontinue with the pre-qualification and Tender exercise.
