1.0 Introduction
In compliance with the requirement of the Public Procurement Act 2007 and regulations on procurement of goods, works and services by Federal Government Ministries and parastatals. The Federal College of Agriculture, Ishiagu, a parastatal under the Federal Ministry of Agriculture and Rural Development hereby invites interested and credible companies to submit pre- qualified documentations and bids as prelude to the procurement and execution of various College Capital Projects for the 2014 fiscal year
2.0 Scope
The scope of work includes
Lot 1: Lecture theatre construction
Lot 2: Procurement of hand operated tractors (100 NO.)
Lot 3: Supply of Library equipment, books and journals
Lot 4: Supply of student’s furniture (500 iron double bunk beds) with measurement: height – 5ft, length – 6ft 3ins, breadth – 2ft gins.
Lot 5: 500 mattresses with measurement length – 6ft I in, breadth – 2ft 6ins, thickness – 4ins.
3.0 Pre-Qualification (Expression of Interest) Criteria:
The underlisted documents should be submitted. Failure to comply with the under mentioned may lead to disqualification.
3.1 Evidence of incorporation with Corporate Affairs Commission (CAC)
3.2 Evidence of up-to-date annual returns with CAC
3.3 Evidence of current Tax Clearance for three years; 2013, 2012, 2011 (Tax clearance certificate must be valid up till Dec. 2014).
3.4 Evidence of VAT certificate and VAT remittances to Federal Government Internal Revenue Service’s (FIRS)
3.5 Company profile with list of key staff; curriculum vitae, competence, educational qualification, experience, registration with professional bodies.
3.6 Evidence of previous similar projects undertaken in the past including scope of project, location, contract sum, evidence of successful completion of the project, interim or final valuation and certificates.
3.7 Evidence of possession of relevant equipment for work
3.8 Evidence of current Audited Accounts of the Company for three years; 2013, 2012, 2011.
3.9 Evidence of financial capability and banking support.
3.10 Sworn Affidavit that (a) the Company is not bankrupt (b) None of the directors is an ex-convict or bankrupt (c) none of its directors is a staff of the college.
3.11 Evidence of compliance with Pension Reform Act 2004.
3.12 Evidence of remitting employer and employees’ pension contributions to the appropriate pension fund Administrator.
3.13 Evidence of compliance with the provisions of industrial training fund (ITF)

4.0 Submission of Documents:
All documents are to be submitted in 2 separate envelopes, one (1) marked “Prequalification” and the other marked “Tender”, and put together in one sealed envelope addressed to:

Federal College of Agriculture,
P.M.B. 7008, Ishiagu, Ebonyi State.
Only the tenders of contractors whose pre-qualification documents comply with the public procurement criteria will be considered.
Note:
- The College reserves the right to accept or reject any application.
- Interested contractors are to pick tender documents upon payment of N20.000 for Lot 1 and 2 and N10,000 for Lot 3,4 and 5 at the College Accounts Department.
- All bids are to be submitted along with pre-qualification documents as in paragraph 3.0 of this advert.
iv. Companies participating in the pre-qualification exercise shall not be entitled to make any claim(s) whatsoever or receive any indemnity from the College by virtue of their response to this advertisement.
5.0 Bid Opening
Bids will be opened at the Boardroom of FCA, Ishiagu by 12:00ooon of September 1st, 2014. All interested members of the public are invited.
