Invitation for Expression of Interest (EOI) for Contract Services and Financial Bids
Federal University, Dutsin-Ma, Katsina State proposes to implement under the year 2013 Special Intervention, needs assessments, of the Tertiary Education Trust Fund (TETFUND) and third Party projects and invites interested contractors for the expression of interest and financial bids for the projects listed below.

Pre-Qualification Requirements
Prospective contractors shall be required to submit the following prequalification documents:
- Evidence of registration with the Corporate Affairs Commission.
- Evidence of company registration with relevant professional regulatory body; eg COREN, CORBON, etc.
- Proof of registration (and Practice License) of key personnel with relevant professional bodies.
- Evidence of current tax-clearance for the past three years (2011,2012 and 2013) showing annual turnover.
- Audited account for the last three years.
- Evidence of VAT registration and remittance.
- Verifiable evidence of having successfully completed similar works in the past 3 years showing Completion certificate.
- List of verifiable construction equipment indicating ownership or lease agreement, etc. with address of where they are located.
- Company profile with names and qualifications with photocopies of credentials of key technical personnel, including registered addresses, functional email addresses, GSM phone number(s), etc.
- Evidence of registration with Financial Reporting Council of Nigeria.
- Sworn affidavit that no officer of the Federal University Dutsin-Ma is a former or present Director, shareholder or has any pecuniary interest in the bidden and none of the Directors of the company seeking pre-qualification has been convicted of any criminal offence and the company is not under receivership. The affidavit is to also confirm the authenticity of information presented in the firm’s prequalification documents to be true in all particulars.
- Certificate as evidence of compliance with the National Pensions Act as it concerns the firm’s employees and remittances of employee.
- Evidence of fulfillment of obligation to Industrial Training Fund.
- Bank Reference from reputable banks with evidence of Overdraft facilities of at least Fifty Million Naira or cash at bank of at least Fifty Million Naira (N50m) for any of the Projects.
- Consent letter authorizing the client to verify the authenticity of the claims (listed above)
- Any other relevant information that will be helpful in determining the bidder’s suitability for the works.
General Information
Contractors seeking any clarification should contact the Director, Procurement, Federal University, Dutsin-Ma between the hours of 10am -3pm daily during the validity period of this advert.
Collection of Tender Documents
Tender documents would be available for collection immediately this advert is published. Contractors applying for pre-qualification can simultaneously collect tender documents on payment of the above-prescribed non-refundable tender fees. Tender will be opened on Thursday, 16th October 2014 at 12 noon in the Old Senate Room. Bidders and the general public are invited to attend.
Submissions
(i) For each lot, Envelope I should be a large envelope containing Envelopes II and III. Envelope II should contain the prequalification (EOI) documents and Envelope III should contain the financial bid documents. A copy of the receipt for the tender documents obtained from the University should be in inside Envelope I. The Lot Number and Description should be indicated at the top-left corner of Envelope I and addressed to:

(ii) The pre-qualification (EOI) documents should be arranged in the order listed above, spiral bound and paginated before submission. Failure to comply with the above the company documents shall be rejected. The document shall be submitted in a waxed envelop.
(iii) The processing fee shall be paid at the Bursary Department and receipt shall be presented at the Procurement unit for collection of Tender documents.
(iv) Close of Submission: All submissions must reach the Director of Procurement not later than Thursday, 16th October 2014. [This advertisement will be published in two national dailies: Leadership Newspaper and the Daily Independent on Thursday, 4th September, 2014, and the Federal Tenders Journal on Monday, 8th September, 2014; the six weeks start from the first publication of the advert). The pre-qualification documents and the financial bids will be opened on Thursday, 16th October, 2014 at 12 noon in the Old Senate Room.
Important Notice:
(i) Only shortlisted company’s documents shall be processed further by the University.
(ii) The University reserves the right to reject any submissions.
(iii) All expenses incurred and associated with the tender submission shall be borne by the prospective contractor.
(iv) Nothing in this advertisement shall be construed to be a commitment on the part of the University nor shall it entitle responding firms to seek any indemnity from the University by virtue of the contractors having responded to the advertisement.
Please Note
The Execution of these projects will depend on the release of funds by the appropriate funding agency. Federal University, Dutsin-Ma will not be liable if there is any delay in the release of funds.
