Request for Expressions of Interest: Consulting Services for Design Review and Construction Supervision of the EPC Contract for the Dualization of Keffi-Akwanga-Lafia-Makurdi Road in Nasarawa/Benue States and the Expansion of the Abuja-Keffi Expressway in FCT
Introduction
The Federal Republic of Nigeria is processing a Loan from China Export-Import Bank toward the cost of Dualization of Keffi-Akwanga-Lafia-Makurdi Road including Expansion of Abuja-Keffi Road, and intends to apply part of the amount for this loan to payments under the contract for Consulting Services for Design Review and Construction Supervision of the Dualization of Keffi-Akwanga-Lafia-Makurdi Road in Nasarawa/Benue States and the Expansion of the Abuja-Keffi Expressway in FCT under EPC contract mode
Objective
The broad objective of the consulting services is to assist the Employer in monitoring and supervision of the EPC contract in order to ensure that the project designs are adequate, that the works are carried out in compliance with the approved designs and specifications, that cost is controlled and that the projects are completed on schedule.
Scope of the Consulting Services
The services included under this project are design review and construction supervision which will involve but not limited to the following:
(i) Design review to ensure correctness, completeness and compliance with nationally and internationally acceptable standards and update where necessary.
(ii) Supervision of the Works Contract to ensure that the works comply with the approved design, drawings, specifications, conditions of contract and sound engineering practice.
(iii) Progress monitoring and ensuring avoidance of delays.
(iv) Facilitation of implementation of Environmental Management Plan(EMP) and Resettlement Action Plan (RAP).
(v) Preparation of project’s progress reports and documents including Project Completion Report (PCR)
(vi) To play the roles of Engineer’s representative as defined under the FIDIC EPC Contract.
(vii) Preparation of final construction report and as built drawings of all completed works.
(viii) Supervision of maintenance activities during the defects liability period; and
(ix) Preparation of the Project Completion Report (PCR).
The contract duration is envisaged to be thirty (30) months in addition to twelve (12) months defects liability period.
Request for Expressions of Interest
The Road Sector Development Team (RSDT) of Federal Ministry of Works Nigeria now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. This information shall include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification, in which case the leading consultant shall be indicated.
Specifically, consultants are to provide the following information:
(a) Full profile with all details (address, contact person, telephone/fax numbers, e-mail).
(b) General organizational capability and resources (staffing, years of experience in the above field, resources, etc).
(c) Experience profile (services description, services amount and contracting organization/entity, period of services, etc) with verifiable proofs.
(d) Proposed joint venture agreements evidenced by each partner where consultants intend to associate as joint ventures
Selection Procedure:
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bureau of Public Procurement’s “Public Procurement Consultancy Regulations 2007” and Standard Request for Proposals for Selection of Consulting Firms (Complex Time Based) May 2011 Edition” which are available on the Bureau of Public Procurement’s website at http://www.bpp.gov.ng

Expressions of Interest must be in English Language (3No. hard copies made up of 1No. Original and 2No. other copies) and 1No. soft copy to be delivered to the address below not later than 2.00 pm, on Monday 2nd March, 2015.
