Invitation for Pre-Qualification and Tender
(1) Preamble
In line with the policy thrust of the Present Administration of His Excellency, Dr. Abdullahi Umar Ganduje on ensuring a healthy environment for the entire citizens of the State, Government is considering the possibility of embarking on the implementation of some projects, aimed at enhancing effective refuse management and sanitation.
On this premised, coupled with the desire for strict compliance with due process, the Kano State Ministry of Environment is inviting applications from interested eligible candidates for pre-qualification tender in respect of the following proposed project:
Lot I – Construction of Roll-off Solid Waste Steel Container.
(2) Pre-qualification Documents
All interested companies are mandatorily required to submit the following legal documents
(i) Certificate of incorporation obtained from the Corporate Affairs Commission, accompanied with copies of Memorandum and Articles of Association.
(ii) Evidence of Registration with Kano State Government as Contractor.
(iii) Tax Clearance Certificate for the last 3-years.
(iv) Company Audited Accounts for the last 3-years.
(v) Verifiable evidence of financial backing from any reputable Bank in Nigeria and copies of 6-months Bank Statement.
(vi) Evidence of VAT registration and remittance certificates for the last 3-years
(vii) Evidence of compliance with Pension Reform Act, 2007
(viii) Evidence of compliance with ITF Act.
(ix) Evidence of experience in the execution of similar project(s).
(x) List of Principal Officers and verifiable evidence of their registration with professional bodies.
(xi) A declaration before a High Court Judge that:
(a) None of the Directors of the Company seeking prequalification is ever convicted by any Court of Law;
(b) None of the key procurement officers of Kano State Ministry of Environment or any of its subsidiary agencies is a former or present Director of the Company.
(3) Collection of Tender Documents
The tender documents are to be collected at the Office of the Honourable Commissioner, Kano State Ministry of Environment, Audu Bako Secretariat upon presentation of cash payment receipt of the stipulated and non-refundable fee of N50,000.00 from the Accounts Section of the Ministry.
(4) Submission of Bidding Documents
The technical bid (Pre-qualification Documents) and the financial bid (Filled Tender Documents), which MUST be bound in triplicate and sealed in an A4-size envelope and clearly marked: Lot (1) -Construction of Roll-off Solid Waste Container, addressed to the Honourable Commissioner, Kano State Ministry of Environment, Audu Bako Secretariat, Kano, should be delivered on or before 24th August, 2015.
(5) Opening of bids
The bids are scheduled to hold during a public opening ceremony and all participants are expected to bring along with them, original of relevant documents for sighting.
(6) Disclaimer
Kano State Ministry of Environment is not obliged of awarding the contract(s) to the lowest bidder but most qualified candidate and may not necessarily resort into explanations to any rejected bidder after the prequalification exercise, while also reserving the right to verify all submitted pre-qualification documents. All cost incurred by any company in the pre-qualification and tendering process and any subsequent request for information shall be at the expense of the company or the applicant.
