Expression of Interest

In compliance with the requirements of Public Procurement Act 2007, The National Information Technology Development Agency (NITDA) hereby invites expression of interest from qualified and reputable firms with proven experience to apply for the under-listed projects/programs in her 2015 budget:

Eligibility Criteria:

Interested firms are required to submit the following document:

(a)        Evidence of incorporation and/or registration with Corporate Affairs Commission. Companies must enclose Certified True Copies of Certificate of incorporation and form C07

(b)       Genuine Tax Clearance Certificate for the last Three (3) years (2013, 2014 and 2015).

(c)        Certificate of Compliance issued by the National Pension Commission as the evidence of compliance with the Pension Reform Act 2004.

(d)       Evidence of certificate with ITF, in compliance with section 6(2) of the ITF Amendment Act 2011.

(e)        Evidence of registration on the National Database of contractors, Consultants and Service Providers in compliance with the provision of Sections 5(h) and 8(1)(f) of the Public Procurement Act, 2007.

(f)        Submit Certified True Copies of Articles and Memorandum of Association of the Company, which must show that the Company has ICT related activities as part of its objectives.

(g)        Company profile and organizational structure, including names and resumes of key personnel and technical staff with addresses, phone numbers and email addresses.

(h)       Evidence of haying structure that possesses both human and material resource-relevant to the Lot applying for as can be found in the RFP.

(i)         Experience in ICT/Software deployment.

(j)         Evidence of relevant technical experience with verifiable reference to similar assignment deployed in Nigeria (please attach letters of reference from at least three (3) Institutions indicating the type and value of work done).

(k)       Provide verifiable evidence of financial capacity to execute the project supported with bank statements for the last six months from a commercial bank with reference to the RFP.

(l)         Every submission must be accompanied with an affidavit that all information and documents submitted are true and correct.

Submission Instructions

(a)        Only pre-qualified bidder will be required to collect RFP documents relating to the corresponding lot they intend to bid for from the Procurement Unit.

(b)       All bids must adhere and comply with requirements stated in the RFP.

(c)        All bidders must fill the bid submission register after submitting their bids.

(d)       All Respondents should submit their bid document (printed and electronic copies) in an envelope with the lot name, number, company name and address

(e)        All bids must be submitted not later than 12noon (Nigeria Time) on the 27^th July, 2015 in the Procurement Unit.

 Bids Opening:

The bid document shall be opened on 27^th July, 2015 at the Agency’s Conference room by 12noon (Nigeria Time) in line with section (30) (c) PPA, 2007, In line with Section 19(b) (i)& (ii) of the PPA 2007, all bidders or their representatives, relevant professional bodies and non-governmental organizations (NGOs) are invited to witness the opening exercise accordingly.

(a)     Submission after the date and time specified above will be rejected.

(b)     This publication is for information only, and not to be construed as a commitment or obligation on the part of the management of NITDA.

(c)      NITDA is not obliged to shortlist any firm and reserve the right to annul the process at any time without liabilities on its part or proffering any reasons for the annulment.
