Tender Opportunity: Procurement, Construction, Installation and Commissioning (PC) Works for the Gas Pipeline System from NAOC OB/OB Gas Plant to NIPP EGBEMA
1.0 Introduction
The Nigerian Gas Company Limited (NGC), a subsidiary of Nigerian National Petroleum Corporation (NNPC) intends to execute the project for the Procurement, Construction, Installation and Commissioning (PC) contract of a 24″x22km, Class 600 gas transmission pipeline, launcher and receiver facilities from NAOC OB/OB gas plant in Rivers state to NIPP Egbema in Imo state. This advertisement seeks for the services of competent and qualified contractor with suitable equipment and relevant experience to carry out the works.
2.0 Scope of Works
The Summary of the scope of works to be carried out by successful PC contractor includes but not limited to the following:
(a.) Procurement, supply, inspection, testing, transportation, delivery to site of all materials/equipment (valves, LBV, fittings etc.) and consumables, temporary and permanent works to be incorporated into or temporarily located at the worksites for the complete construction, testing and commissioning of the pipeline system with exception of the 24inch x 22km line Pipes.
(b.) Procurement, supply and transportation to site of pig launcher & Receiver facilities, drain tank and all associated materials.
(c.) Procurement, supply, inspection, testing, transportation and delivery to site of meters, instrumentation & control materials/equipment
(d.) Construction, fabrication and Installation works of 24″ x 22km, Class 600 gas transmission pipeline system with all necessary associated facilities including manifolds, block valves, pig launching & receiving facilities, road & river crossings (where applicable), cathodic protection systems and all necessary metering, instrumentation and control facilities for complete the pipeline and ancillary facilities as proposed.
(e.) Tie-in of the 24″ x 22 km pipeline to NAOC gas plant and NIPP metering station Egbema.
(f.) All Civil Works (including block wall fencing of 25m x 25m at the tie in/pigging station at OB-OB node, Electrical, Instrumentation and Control works necessary for the construction and execution of the works).
(g.) On-site testing, pre-commissioning, commissioning and handover of the pipeline and pig trap system,
(h.) Project management and control of the entire project from award through to final acceptance by NGC to ensure proper, sound and timely performance of the work.
(i.) Training of NGC personnel and provision of operation/maintenance manuals and submission of As-built documentations.
(j.) Demobilisation of all contractor’s facilities, camp, offices, workshops, equipment, temporary facilities, and surplus waste materials, and reinstatement of such areas to its original state.
3.0 Mandatory Requirements
(A.) To be eligible for this tender exercise, interested bidders are required to be pre-qualified in the Pipeline Systems 04.02.04 or 04.03.04 or 04.04.04 service category in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this NJQS category by the advert close date will receive Invitation to Technical Tender (ITT) for this service.

(D.) To initiate the JQS pre-qualification process, access www.nipexng.com to download an application form, make necessary payments, and contact the NipeX office for further action.
(E.) To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system
4.0 Nigerian Content
In consonance with Nigerian Oil & Gas Industry Content Development Act, NGC is committed to providing opportunities for indigenous Nigerian capacity development and utilization. In pursuant of the aforementioned, the prospective bidders must therefore, comply with the following criteria:
(i.) Demonstrate that the entity is a wholly owned Nigerian company, or in genuine partnership with foreign companies, and that the company is not a commissioned agent.
(ii.) Provide a verifiable local involvement plan through employment and sub-contracting plan for Nigerians.
(iii.) Submit an organizational structure to substantiate the information and address of location.
(iv.) Provide information of in-country facilities.
(v.) Explain further innovative proposals that would enhance and sustain Nigerian Content on this project.
(vi.) Provide what other information, innovation or plans you have that will increase Nigerian content development in the contract.
(vii.) The successful contractor will be adjudged on its commitment to comply with the Nigerian local content requirements within optimal and practical use of Nigerian resources on the project.
(viii.) Demonstrate that all quantities of line-pipes would be procured from pipe mill(s) in Nigeria as required under the Nigerian Oil & Gas Industry Content Development Act.2
5.0 Close Date
This tender opportunity is open for 3 weeks (15) working days and shall close to interested bidders by 1200noon on Monday, 25th, May 2015.
Only Tenderers who are registered with NJQS Product/Category as at 25 May 2015, being the advert close date shall be invited to submit Technical Bids
6.0 Additional Information
(i.) Interested contractors must be pre-qualified for this product/service category in NJQS
(ii.) Full tendering procedure will be provided only to contractors that have been successfully pre-qualified in NJQS
(iii.) This advertisement shall neither be construed as an Invitation to Tender (ITT) nor a commitment on the part of NGC to award a contract to any supplier and/or associated companies, subcontractors or agents
(iv.) This advertisement shall not entitle pre-qualified companies to make any claims whatsoever, and/or seek any indemnity from NGC by virtue of such companies having been pre-qualified in NJQS
(v.) NGC reserves the right to reject any and or all pre-qualified suppliers at its sole discretion and at no costs whatsoever
(vi.) All costs incurred in registering and pre-qualifying for this and other product/service categories in NJQS shall be borne solely by suppliers
(vii.) Suppliers that are pre-qualified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up-to-date in their company profile in the NJQS database
(viii.) NGC shall communicate only with the authorized/responsible personnel of pre-qualified companies and not through unauthorized individuals or agents.
