This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this project that appeared in the UN Development Business’ publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii) Thisday and (iii) Daily Trust.
The Federal Republic of Nigeria, through the National Planning Commission has received an EU-Financing Grant (10th EDF) from the International Development Association (IDA) towards the cost of implementing State and Local Governance Reform Project. Cross River, being one of the six beneficiary states of the grant, now intends to apply part of the proceeds for consulting services for “Training of Civil Society Groups (CSGs) in Cross River State on Shadow Reporting, Independent Budget Making, Social Accountability Tools and Log-Frame; and, Capacity Building of Civil Society Groups (CSGs) on Monitoring and Evaluation (M&E) Techniques”
The consulting services (“the Services”) include as follows;
(1) To conduct Assessment of the level of knowledge of CSOs in PFM-related issues
(2) To develop modules/tools for training the CSOs taking cognizance of the existing PFM laws in the State such as Freedom of Information Act (FOI, 2010), Fiscal Responsibility Law 2010, and Public Procurement Law 2011. Also, the modules should be guided by the policy thrust of the present administration as encapsulated in the Cross River State Economic Blueprint and Action Plans
(3) To train CSOs on budgeting process in the State, including Budget Analysis, Monitoring and Evaluation, Public Expenditure Monitoring, and Public Expenditure Tracking System;
(4) To train CSOs on the understanding of new IPSAS-compliant budget and accounts
(5) To train CSOs on how to craft messages (Shadow Reporting, Social Accountability and Collaborative Governance) for various stakeholders and help design effective campaigns to disseminate key ideas emerging from State and Local Governance Reform Project implementation
(6) Conduct classroom and hands-on training for Civil Society Groups (CSGs) and Staff of the Department of Civil Society/NGOs;
(7) Provide training manuals and training aids on agreed topics for the Dept. of CSOs/NGOs;
(8) Build the capacities of Staff of the Dept. of CSOs/NGOs to effectively work with the CSGs.
(9) Evolve strategies for sustainability of the knowledge so transferred;
CRSLOGOR now invites. eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties. Expression of interest must be delivered in a written form (in person or by surface mail) both in hard copy (2) and soft copy in CD format to the address below not later than 14th May, 2015.
