- This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business Issue No 733, 31 August 2008. The ECOWAS Commission has received a Grant from the African Development Fund toward the cost of the Transport Facilitation Program for the Bamenda -Mamfe-Ekok/Mfum-Abakaliki-Enugu Corridor, and it intends to apply part of the proceeds of the Grant to payments under the contract for the Construction of Joint Border Post at Mfum Border (Between Nigeria and Cameroon), Contract No. TFPBE/ECW-INFRA/JBP/001
- The Department of Infrastructure of the Economic Community of West African States (ECOWAS) in collaboration with the Economic Community of Central African States (ECCAS) now invites sealed bids from eligible bidders for the Construction of Joint Border Post at Mfum Border (Between Nigeria and Cameroon). Bidding will be conducted through the international competitive bidding procedures specified in the current African Development Bank’s Rules of Procedure for Procurement of Goods and Works and are open to all bidders from eligible member countries as defined in the Rules.
- The principal components of the works are the erection, installation and construction of all physical infrastructures including but not limited to the following:
(a.) Administration Block
(b.) Customs Brigade
(c.) Truck Inspection Area
(d.) Warehouse
(e.) Entry Gate Control Post
(f.) Toilet & Shower for HGV Drivers
(g.) Weighbridge; Scanner Control Rooms
(h.) Maintenance and Generator House
(i.) Fire Station
(j.) Commercial Services Building
(k.) Health Services
(l.) Pedestrian Control Zone
(m.) Veterinary Store & Animal Park
(n.) HGD Shelter
(o.) Pedestrian Toilet Block
(p.) Pedestrian Shelter
(q.) Toilet Block for LVG Public
(r.) Pump House
In addition, there are extensive external works comprising, but not limited to:

- The contract completion period cannot exceed Eighteen Months (18).
- Interested eligible bidders may obtain further information from and inspect the bidding documents at the ECOWAS Commission office in Abuja-Nigeria at the address stated at end of this document commencing Tuesday, April 28th, 2015 from 9.00am to 4.00pm local time during working days.
- A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of US$ 150. The method of payment will be by Bank Draft or Certified Cheque. The set of bidding documents will be handed over upon receipt of payment.
- Bids must be delivered to the address below by 2.00pm local time, Wednesday July 1st, 2015. All bids must be accompanied by a bid security amounting to US$ 672,200 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives and anyone who chooses to attend at the address below on Wednesday, July 1st, 2015 at 2.15pm local time.
- Bids shall be valid for a bid period of one hundred fifty (150) days after Bid Opening.
- Post qualification will be based on meeting all the following minimum pass/fail criteria regarding the Applicant’s general and particular experience, personnel and equipment capabilities, and financial position:
(i.) average annual construction turnover as prime contractor (defined as billing for works in progress and completed) over the last five years (2010-2014) of an amount equivalent to Ten million United States Dollars (US$10 million)
(ii.) successful experience as a main or principal contractor in the execution of at least three (3) projects of a nature and complexity comparable to the proposed contract within the last five years (2010-2014); this experience should include contracts of similar nature of the construction of one storey building and at least 30 km of major road construction with asphaltic and rigid concrete pavements;
(iii.) the Applicant must have suitably qualified personnel with a minimum experience of 10 years in the execution of similar works;
(iv.) the Applicant should own, or have assured access (through hire, lease, purchase agreement or other means) to key items of equipment in full working order; and
(v.) the applicant shall demonstrate that it has access to, or has available, liquid assets, lines of credit and other financial means to meet the construction cash flow estimated as US$ Two million, Five Hundred Thousand (US$2,500,000).
- A site visit and pre-bid conference is scheduled for 10.00am local time, Wednesday, June 3rd, 2015 at the project site at Mfum/Ekok border (between Nigeria and Cameroon). All bidders are encouraged to attend.
- Preference for Domestic or Regional Bidders Clauses are not applicable.
