Request for Expressions of Interest
This request for expressions of interest follows the General Procurement Notice for this project titled State and Local Governance Reform Project (SLOGOR) that appeared in three Nigerian Newspapers (Daily Trust, Guardian and This day) and the UN Development Business Publication of February 18, 2015.
The Federal Government of Nigeria has received a grant from the International Development Agency (IDA) acting as administrator of a trust fund from the European Union, for the States and Local Governance Reform Project. The NPCU of the States and Local Governance Reform Project intends to apply for part of the proceeds of this grant for consultancy services to Design Monitoring and Evaluation Systems and Strategy for the State and Local Governance Reform (SLOGOR) Project in Nigeria.
Scope of Work
The M&E Consultant is been engaged to provide support to the NPCU, the State Project Coordinating Units (SPCUs) and Activity Executing Agencies (AEAs) in the various under-listed tasks:
- Develop a Result-based Monitoring and Evaluation plan for the NPCU for effective project coordination with the SPCUs.
- Assist the Project M&E Officer at the NPCU and SPCUs in the interpretation and implementation of all M&E matters as contained in the Project Implementation Manual (PIM) and Project Appraisal Document. He/she will provide hands-on training for the Project’s M&E Officers at NPCU and SPCUs in performing their functions.
- Assist in the preparation of appropriate training programs for Project staff to ensure optimum utilization of the acquired knowledge upon completion of the various programmes.
- In collaboration with the World Bank’s M&E specialist, organize and facilitate a workshop on Results-based M&E for project management staff under SLOGOR to familiarize them with the Results-based M&E concepts, the project’s Results Monitoring Framework and M&E plan.
NPCU-SLOGOR now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff, etc.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
