Invitation for Prequalification and Tender for the Proposed Tetfund 2011/2012/2013 (Merged) Intervention Projects
1.0 Introduction
The Tai Solarin College of Education, Omu-Ijebu, Ogun State is desirous of using her 2011/2012/2013 (merged) intervention for Construction and Procurement purposes.
(2.0) Construction Related Projects
(i) Lot 1 – Construction of School of Education Complex (COE/IJEBU-ODE/TETFUND/SP/11-12-13/01)
(ii) Lot 2 – Construction of School of Languages Complex (COE/IJEBU-ODE/TETFUND/SP/11-12-13/02)
(iii) Lot 1 – Construction of School of Vocational and Technical Education
Complex (COE/IJEBU-ODB/TETFUND/SP/11 -12-13/03)
(iv) Lot 4 – Construction of Generator House (COE/IJEBU-ODE/TETFUND/SP/11 -12-13/04)

(i) Lot 5 – Supply and Installation of Furniture items and Laboratory Equipment for Biology, Physics, Chemistry and Integrated Science Laboratories. (COE/IJEBU-ODE/TETFUND/SP/11-12-13/05)

(iv) Lot 8 – Supply Installation and Commissioning of 254 No. Various Equipment for the Department of Home Economics, Fine and Applied Arts, Vocational and Technical Education Comprising of HP Computers, Split Unit AC, Copier, Photography, Textiles and Accessories (COE/IJEBU-ODE/TETFUND/SP/11-12-13/08)
(v) Lot 9 – Supply, Installation and Commissioning of 2nos. 100KVA Perkins Sound proof Generator and Electrical Network Extension and Accessories. (COE/IJEBU-ODE/TETFUND/SP/11-12-13/09)
(vi) Lot 10 – Supply, Installation and Commissioning of 100 Nos. AIR Conditioning Units for Various Departments. (COE/IJEBU-ODE/TETFUND/SP/11-12-13/10)
(vii) Lot 11 – Procurement of 1No. Diesel Engine Massey Ferguson 275-2WD, 75 hp Agricultural Semi Platform Open Roof Tractor with other Attachments. (COE/IJEBU-ODE/TETFUND/SP/11-12-13/11)
(viii) Lot 12 – Procurement of 1No. 2 Wheel Drive. 2.7 Litre Petrol Engine, Double Cabin, Air Conditioner Toyota Hiace Bus. (COE/IJEBU-ODE/TETFUND/SP/11-12-13/12)
(ix) Lot 13 – Procurement of 1 No. 4.0L VVT-iv6, 168HP,4 Wheel Drive Petrol Engine Double Cabin Toyota Hilux Vehicle (COM/IJEBU-ODE/TETFUND/SP/11 -12 -13/ 13)
(3.0) Pre-Qualification Criteria
(i) Evidence of Company registration by the Corporate Affairs Commission.
(ii) Company’s Tax Clearance Certificate for the last three (3) years and Tax Identification Number (TIN).
(iii) VAT Registration and evidence of past VAT remittances.
(iv) Verifiable evidence of certificate by PENCOM and enrolment of Company employees on pension scheme in compliance with the Pension reform Act.
(v) Evidence of Compliance with industrial Training Fund (ITF) amended Act 2011.
(vi) Company’s Audited Account for the last three (3) years. This must be stamped and signed by AN AN/ICAN Certified member indicating the share capital
(vii) Letter of financial reference from a reputable bank.
(viii) Verifiable list of technical and professional-staff including their Curriculum Vitas indicating their involvement, in project .execution. The list must include CORBON registered builder and ARCON registered Architect and three (3) other staff with evidence of registration with relevant Professional bodies. Enclose photocopies of Credentials.
(ix) Vecilkble1 list of executed similar jobs with letters of award and certificates of practical completion.
(x) Possession of satisfactory Quality Assurance/Quality- Control manuals.
(xi) Equipment and Technology capability must be demonstrated
(xii) Sworn affidavit that none of the directors has been convicted of tiny criminal offence or any financial impropriety.
(xiii) Bidders should accordingly include in their bid a sworn affidavit indicating whether any officer of Tai Solarin College of Education, Omu-Ijebu, Ogun State is a former or present Director, Shareholder or has any pecuniary interest in the company.
(4.0) Collection of Tender Documents
(i) Interested bidders should pay a non-refundable fee of-Fifty thousand Naira (#50,000.00) in respect of Lots (i) to (iii) and Twenty-five thousand Naira (#25,000 00) only for other Lots with bank draft drawn from any reputable bank payable to Tai Solarin College of Education, Omu-Ijebu, Ogun State.
(ii) Present the draft and obtain a receipt at the Bursary department of the College.
(iii) Present the receipt at the office of the Tetfund Desk Officer, Tai Solarin College of Education, Omu-Ijebu, Ogun State and obtain tender documents.
(5.0) Submission Guide
Bound Technical and Financial bids in a separate envelopes and clearly marked “Technical” and “Financial”. The 2 envelopes will in turn be sealed in a bigger envelope clearly marked “Prequalification and Tender for (specify the Lot Number) at the top left-hand corner of the envelope and should be hand-delivered to:

Not later than 12noon on-8th January, 2015.
(6.0) Opening of Pre-qualification Bids
The bids documents are scheduled to be opened publicly by 12.30pm on the 8th day of January, 2015, Interested members of the public especially the intending Contractors/Suppliers are hereby invited to the public opening.
Please Note:
(i) The College reserves the rights to verify all pre-qualification documents submitted.
(ii) That participation in the bid does not guarantee any person the right to be selected or given any job.
(iii) That this advertisement for invitation to pre-qualification shall not be construed as a commitment on the part of the College, nor shall entitle any Contractor/Supplier to -make any claims whatsoever and/or seek any indemnity from Tai Solarin College of Education.
(iv) Tai Solarin College of Education reserves the right to reject any or all expressions of interest and to terminate-the selection process at any time without any liability to the College.
(v) All documents not securely sealed will be rejected.
(vi) Any bid submitted after the Closing date shall not be considered.
