Preamble
This request for Expression of Interest (EOI) follows the General Procurement Notice for this project that appeared in Development Business No. WB 2089 of 4th April 2012 and Thisday and Daily Trust Newspapers of Nigeria of 21st 2014.
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) to finance the cost of the West Africa Agricultural Productivity Programme (WAAPP- Nigeria) and intends to apply part of the proceeds of this credit to payments under the contract for the following consultancy services.
A Consultancy Services for the Production and Airing of First BI-Monthly TV Magazine Programme on WAAPP Activities in Nigeria
Component 1 of the Project, which is enabling conditions for sub-regional cooperation in Technology Generation Dissemination and Adoption, a proposed 8 episode magazine programme ‘WAAPP Intervention in Nigeria’ has been approved.
- The objectives of the programme is to have a weekly television programme, which will capture all the project activities of WAAPP Nigeria for broadcast on the network service of television outfit(s)
- Scope
(a) The proposed agricultural magazine programme will focus on the four components of WAAPP Nigeria with a view to providing information on those components required to achieve the goals and objectives of the sub-regional organization.
(b) Each edition of the programme will be segmented to accommodate all issues at stake for a certain topic chosen for.
(c) All the segments are to be presented by an anchor, whose primary duly is to link up the segments, carry out interviews and coordinate the entire package.
- A Study on Development on Agricultural Produce Penetration into Supermarkets in Nigeria
- Under Component 1, a study on development on Agricultural Produce Penetration into Supermarkets in Nigeria is approved.
- The study objective is to assist Nigerian farmers benefit from the chains of supermarket development in Nigeria, Thereby, improving local content of agricultural produce on supermarkets shelves. This will reduce the importation of fruits and vegetables for which Nigeria is supposed to have comparative advantage.
Scope of the Study
- Literature review of the current status of fruits and vegetables in Nigerian supermarket
- Identify and analyze the major supermarkets marketing fruits and vegetables.
- Identify and analyze constraints to Nigerian farmer’s penetration into supermarket chains.
- Identify and analyze sources of fruits and vegetables to major supermarkets in Nigeria
- Issues of food safety in supermarket chains.
- Policy indications for enhancing market opportunities for entry of Nigerian Farmers into supermarket.
- Based on items i-vii, make conclusions and recommendations
- Consultancy Firms for the Monitoring & Evaluation of WAAPP Activities
Approval has been granted under component 4, which is Project Coordination, Management, Monitoring and Evaluation for the services of a 2 (two) consultancy firms for the monitoring of WAAPP activities. Firm ‘A’ will cover the areas of Cassava, Yam & Maize while Firm ‘B’ will cover the areas of Sorghum Aquaculture & Rice. The key implementing partners are Agricultural Research institutes, Universities, Federal Colleges of Agriculture, ADPs, Innovation Platforms and a few Private Sectors
- Objectives and scope of services are as follows
- To monitor WAAPP activities carried out by implementing partners
- To submit report on the monitoring exercise
- Assist to provide coordination support and enhance the quality of the project on monitoring
- Assist to liaise with the World Bank and other Development Partners on project monitoring
- Assist with reviews of Aide Memoires, ISR, Result Framework, TORs and other specialized reports
- Assist to reviews of Work plans, Procurement plans and M&E plans
- Assist to resolve challenges relating to the project
- Advice the PCO on further collaboration with implementing partners
The scope is Abuja and other locations where WAAPP activities are on going
- Study on use of Bio-Technology on Preservation of Fruits and Vegetables in Nigeria
Under component 3 of the WAAPP a Study on the use of Bio-Technology on Preservation of Fruits and Vegetables in Nigeria has been approved. The aim of the study is to determine the extent of the use of biotechnology in preserving fruits and vegetables in Nigeria Specifically, the study will:
- Highlight various fruits and vegetables the are preserved using biotectechnology in Nigeria.
- Identify the Institutes and Organizations using biotechnology in preserving fruits and vegetables in Nigeria
- Determine the extent of involvement/capacity of these Institutes and Organizations in preserving fruits and vegetables
- Carry out a gap analysts between production and biotechnological preservation of fruits and vegetables in Nigeria.
- Determine the profitability or otherwise of using biotechnology in the preservation of fruits and vegetables in Nigeria
- Identify other various methods used in preserving fruits and vegetables in Nigeria
- Identify the constraints involved in preserving fruits and vegetables using biotechnology
- Make recommendations on how the use of biotechnology in preserving fruits and vegetables can be improved in Nigeria.
The Scope of the study will be based on a participatory process that will include surveys and discussion with stakeholders from various agro-ecological zones of Nigeria using Literature reviews, reviews of past studies, possible survey of the population of stakeholders in this subject, data collection, analysis and interpretation.
Requirement:
Expression of Interest (EOI) must be submitted in four (4) copies clearly marked. ‘Expression of Interest’ for A. B or C and addressed to the Project Coordinating Office (PCO). West Africa Agricultural Productivity Programme (WAAPP). Interested firms for
- A) Must be a reputable communication firm with wide experience in TV programme production,
- B) Consulting firms with expertise in studies on product development. The team leader will have a minimum qualification of an MSc. or Ph.D in the field of Agriculture with at least five years post-graduation experience.
iii. C) A consultancy firm will conduct the study. The leader will have minimum qualification of a MSc in any field of Agriculture with at least 10 (ten) years post-graduation experience, experience on World Bank Development Projects, experience on overall project management & supervision and good experience on implementation of WAAPP activities will be an added advantage.
- D) A consultancy firm will conduct the study. The leader will have minimum qualification of a Ph.D. hi the field of Agriculture with at least five years post- graduation experience.
Firms must provide adequate information indicating their qualification and competence to carry out the assignment as well as inclusion of evidence of similar past jobs done, availability of appropriate skilled staff and so forth.
Consultancy firms for A, B, C & D will be selected in accordance with the procedures set out in World Bank’s guideline. ‘Selection and Employment of consultants” (Jan 2011). The method of selection will be based on Consultant Qualification (CQ).
