The Federal Government of Nigeria (FGN) has applied for a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds of this credit to payments under contracts for the procurement of a firm to assist in the Preparation of Resettlement Action Plan in Bakolori Irrigation Scheme in Zamfara state, Nigeria.
The proposed project aims to achieve improved performance of irrigation and water resources infrastructure and institutions for higher agricultural productivity in selected irrigation schemes. The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement; Irrigation Development and Management: Enhancing Agricultural Productivity and Support to Value Chains Development and Institutional Development and Project Management.
The scope of the consulting services shall include, but not limited to the following:
Identification of project area, impacts and affected populations through the following;
i. Satellite Mapping;
ii. Cadastral Survey;
iii. census that enumerates the potential affected people and registers them according to location;
iv. an inventory of potential lost and affected assets at the household, enterprise, and community level;
v. socioeconomic surveys and studies of all affected people (including seasonal, migrant, and host populations), as necessary;
vi. analysis of surveys and studies to establish compensation parameters, to design appropriate income restoration and sustainable development initiatives, specifying the measures to be taken to assist beneficiaries whose livelihood have been adversely impacted by the project up till now and to
- identify baseline monitoring indicators; and
- Consultation with affected populations regarding development opportunities, Livelihoods restoration schemes which can be finalized after the socioeconomic study, which includes a needs assessment and identification of link-up opportunities into existing programs.
ix. As a minimum investment, the study should highlight modalities for the Project to;
a) Provide support to neighborhood and community reciprocal support systems, economic and social groups for relocation and recovery assistance and
b) Facilitate linkages to livelihood restoration and improvement opportunities
x. Establish a “cut-off date” after which any new structures or arrivals in the affected project areas will be barred from benefiting from the re-planning or resettlement exercises. The robustness of the cut-off date will be established by the next step.
The study will be divided into four major parts to ensure adequate coverage and ease of potential impact evaluation: scoping report, draft report, draft final report which will include extensive stakeholders’ consultation, cumulative impact assessment and final report. This is to reduce complexity of the proposed project and ensure a comprehensive study.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listed consultants must demonstrated expertise in the following areas;
- A socio-economist with experience in World Bank resettlement projects and a background in design, implementation, and/or monitoring and evaluation of capital development.
- A land-use planner/natural resources economist to assist the socio-economist with design, implementation, and analysis of studies needed for socioeconomic development as well as logistical requirements for resettlement to new areas.
- A Surveyor.
- A pubic consultation expert with skills in community facilitation, conflict resolution and communications
- Proficiency in GIS.
- Additionally the consultant will require adequate support staff and other specialized services.
The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and employment of consultants (under IBRD loans and IDA Credit and Grants) by World Bank borrowers. January 2011 edition (Consultants Guidelines) setting forth the World Bank Policy on Conflict of interest.
