The Federal Government of Nigeria (FGN) has applied for a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds of this credit to payments under contracts for the procurement of a firm to assist in assessing the cumulative impacts and social vulnerability of the proposed transformation project in the Hadejia Jama’are sub-basin with Kano River Irrigation Scheme (KRIS) and Hadejia Valley Irrigation Scheme (HVIS).
The proposed project aims to achieve improved performance of irrigation and water resources infrastructure and institutions for higher agricultural productivity in selected irrigation schemes. The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement; Irrigation Development and Management; Enhancing Agricultural Productivity and Support to Value Chains Development; and Institutional Development and Project Management.
The scope of the consulting services shall include, but not limited to the following:
- To update and complete other studies on Environmental Assessment of irrigation rehabilitation program for KRIS and HVIS and benchmark of the report with the World Bank safeguards policies;
- To conduct an Environmental and Social Impact Assessment of the planned developments in order to identify and assess their potential environmental and social impacts;
- To carry out consultations with relevant stakeholders, including potential Project Affected Persons (PAPs), to obtain their views and suggestions regarding the environmental and social impacts of the proposed rehabilitation of the Hadejia Valley and Kano River Irrigation Schemes including the dam. The outcome of the consultations will be reflected in the ESIA report and incorporated into the project design as appropriate;
- Develop a spatial analysis of the area of influence of the project and prepare a map base with appropriate overlays using G1S and image treatment software (e.g. Arc View).
- To assess the capacity of existing agencies and institutions to monitor and manage the ESMP.
- To prepare and cost an Environmental and Social Management Plan (ESMP) detailing mitigation measures as well as institutional roles and responsibilities in the operationalization of the ESMP;
- Establish and benchmark the existing state of the environment and identify sensitive components of the existing environment within the project area and area of influence.
- Assist project design and planning by identifying those aspects of location, construction and operations, which may cause adverse environmental, social, health and economic effects, including strong focus on land issues – ownership, tenure, pest management, use of agrochemicals, conflict and gender inequality /vulnerability trend;
- Recommend measures during construction, commissioning and operation to avoid and mitigate these adverse effects and to enhance beneficial impacts that will be part of the ESMP;
- Identify existing and expected environmental regulations that will affect the development and advice on standards and targets;
- Identify any future environmental issues and concerns which may affect the development of the project, including cumulative and induced impacts;
- Recommend an environmental management program for the rehabilitation of the scheme including compliance, monitoring, auditing and contingency planning;
- Provide the basis for co-operation and consultation with regulatory and non-regulatory authorities and the public.
The study will be divided into four major parts to ensure adequate coverage and ease of potential impact evaluation: scoping report, draft report, draft final report which will include extensive stakeholders’ consultation, cumulative impact assessment and final report. This is to reduce complexity of the proposed project and ensure a comprehensive study.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:
- General experience in environmental and social impact assessment including completion of at least three reports on projects at a similar scale;
- Specific experience in environmental and social impact assessment in irrigation, water resource management or similar fields;
- Experience in carrying out ES1A for externally funded projects (e.g. AfDB, WB, USAID, DFID, etc.);
- Experience in Nigeria or a developing country under similar conditions.
- Experience in carrying out detail impact assessment studies.
- Independence from any firm bidding on design or construction contracts.

January 2011 edition (Consultants Guidelines) setting forth the World Bank Policy on Conflict of interest.
