Invitation for Pre-Qualification
1.0 Introduction:
1.1 The University of Agriculture Makurdi intends to engage the services of reputable contractors for the procurement of selected works and goods under her NEEDS assessment, TETFund intervention and 2014 Capital Appropriation Funds.
1.2 The University therefore wishes to invite responses from competent and reputable contractors for pre-qualification for the under listed categories of works.
Category A – Rehabilitation and Renovation of Buildings
Category B – Construction of New Buildings
Category C – Furnishing of Laboratories and Lecture Halls and Offices
Category D – Supply and Installation of Laboratory, Teaching and Research equipment
Category E – Construction of Roads and Drainages.
Category F – Extension of 11/0.415KVHT Lines and 300KVA PHCN Power Substation to New Colleges
Category G – Expansion of Water Works and Extension of Water Supply and Distribution.
Category H – Soil Analysis for new sites.
Category I – Topographical survey for new sites.
2.0 Eligibility/Criteria
a) Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association.
b) Last 3 years (2011, 2012, 2013) Tax Clearance Certificates.
c) Detailed Company profile giving names or list of key professionals, administrative staff with their qualifications and verifiable evidence of registration with professional bodies.
d) Possession of experience as a Main Contactor in at least three (3) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion within the last three (3 years.
e) Verifiable evidence of finance support by a reputable Bank including one year Bank Statement.
f) Audited Account details for the last 3 years (2011, 2012, 2013)
g) Evidence of compliance with the provisions of Pension reform Acts.
h) Evidence of compliance with the provision of the Industrial Training Fund (Amendment) Act 2011
i) Evidence of VAT registration and remittances.
j) List of Equipment’s indicating current status and owner or Equipment franchise.
k) Arrangement of document to follow the list above and appropriately numbered with a table of content indicating the pages or folios on which the items are to be found.
Any submission that does not conform to this format shall not be processed further.
1) A Statement of Declaration that:
i) The Directors of the Company seeking pre-qualification had never been convicted in criminal proceedings by any court of law.
ii) None of the key procurement officers of the University of Agriculture Makurdi is a former or present Director of the Company.
3.00 Submission of Pre-Qualification Documents:
3.1 Pre-qualification document are to be submitted in a sealed envelope and marked at the top left corner “Pre-qualification Document” stating the particular work category.
3.2 All contractors submitting documents for Pre-qualification for furnishing works should enclose their catalogue. Submissions without catalogue shall not be processed.
3.3 Contractors interested in categories H and I works should submit both technical and financial bids in two different wax-sealed envelopes and labelled “Technical Bid” and “Financial Bid” respectively with the company’s name indicated at the back of each envelope. Both envelopes should be placed in a third envelope and marked at the top left corner “Pre-qualification/Financial Bid” stating the particular work category. Only technically qualified companies will be invited for the financial bid opening while the financial bid of companies not found eligible shall be returned unopened.
3.4 The Pre-qualification document are to be submitted in sealed envelopes and addressed to:
The Registrar, University of Agriculture, Makurdi.
3.5 The Pre-qualification documents should be submitted not later than 12.00 Noon local time on 9th June, 2014. The pre-qualification documents shall be opened same day at 12.00 noon in the Senate Chambers of the University. Interested bidders or their representatives are hereby invited to attend the functions as scheduled, please.
3.6 The list of successful Pre-qualified companies will be displayed on the University notice boards at Administrative Building and Directorate of Physical Planning. Only Pre-qualified contractors shall be invited to tender for the Projects accordingly.
4.0 Disclaimer and Conclusion
4.1 This announcement is published for information purposes only and does not constitute an offer by the University to transact with any party, nor does it constitute a commitment or obligation on the part of the University to procure works or goods.
4.2 Failure to comply with the above requirements would automatically result in disqualification, while documents submitted late shall be rejected.
4.3 The University reserves the right to verify the authenticity of claims made in the documents submitted.
4.4 The University will not be responsible for any costs or expenses incurred by any interested party in connection with any response to the invitation.
4.5 The University is not bound to pre-qualify any bidder and reserves the right to annul the selection process at any time without incurring any liabilities.
