Invitation for Expression of Interest for Consultancy Services: Needs Assessment of Nigerian Public Universities Projects
For:
A. Rehabilitation/Renovation of Hostels
B. Rehabilitation/Renovation of Lecture Theatres and Lecture Rooms
C. Rehabilitation/Renovation of Laboratories and Library
D. Construction of New Facility- Lecture Theatres and Lecture Rooms
E. Construction of New Facility- Laboratories and Library
Lagos State University (LASU) invites Applications from interested, competent, reputable and qualified Project Management Consultant to provide consultancy services to the University for the execution of each of the projects.
A. Rehabilitation/Renovation of Hostels
i. Ojo Hostel would require: painting, replacement of damaged sockets, furnishing, repairing of plumbing works etc.
ii. Epe Hostel would require total renovation and rehabilitation.
B. Rehabilitation/ Renovation of Lecture Theatres and Lecture Rooms
i. Aradagun (Former Sandwich) – All Classrooms
ii. Okunuga Hall
iii. Faculty of Arts Theatre (Old Auditorium)
iv. Postgraduate Diploma Education Letter Halls (behind Admin Block I)
v. Lecture Rooms at Epe Campus.
vi. Former Economics Library.
C. Rehabilitation/Renovation of Laboratories and Library
i. Comprehensive rehabilitation/renovation of the Epe Campus Library
ii. Rehabilitation/renovation of Laboratories in Faculty of Science especially Department of Computer Science, Botany and Zoology
iii. Comprehensive renovation of all Laboratories in the Faculty of Engineering at Epe, especially Polymer Laboratory.
D. Construction of New Facility – Lecture Theatre and Lecture Rooms
i. Lecture Theatre for School of Communication at Ojo Campus
ii. A befitting Lecture Theatre at the Epe Campus to add value to the Campus.
E. Construction of New Facility – Laboratories and Library at Epe Campus
Key Responsibilities:
The Project Management Firm will be saddled with the following responsibilities and any other related assignments, namely:
- Preparing necessary briefs, to be used for the Invitation of Tenders for the Projects
- Compiling the scopes for the projects and planning sessions
- Supervising and managing the construction works, by the building Contractor on a day-to-day basis
- Defining quality criteria and conducting regular site meetings
- Determining and agreeing on quality measures and controls, as well as, managing quality of work accordingly; and
- Ensuring project accomplishment and delivery within budget (time and finance).
Furthermore, successful Firm(s) will be expected to make use of their respective Technical Experts (i.e. Mechanical and Electrical Engineers, Structural Engineers and Quantity Surveyors), for the respective project(s)
Pre-Qualification Requirements:
All intending Project Management Firms are expected to have relevant Professional experience in building construction management. In addition, each Firm would provide:
- Evidence of registration of the Firm with the Corporate Affairs Commission
- Evidence of the Firm(s) registration with the relevant Professional body(ies) ARCON, COREN, QSRBN etc.
- Evidence of Registration of Principal partners or Directors(s) with relevant professional Registration Councils ARCON, COREN, QSRBN…
- Evidence of Current Practice License
- Evidence of similar jobs done in the past Five (5) years as well as the values of such project(s)
- Evidence of Employees Pension Funds Contributions registration and remittances
- Current Tax Clearance Certificates for the last Three (3) years
- VAT Registration Certificate and evidence of remittances
- Evidence of financial capability, support and line of credit from a reputable bank
- Company’s Organizational Structure, including names AND resumes of key personnel to be involved in the project
- Company’s audited accounts for the last three years, if a Limited Liability Company
- A letter authorizing agents of Lagos State University to verify claims made in tender’s submission with relevant agencies and bodies
- Sworn Affidavit disclosing as follows:
- That all information presented are true and correct in all ramification
- That the Director(s) has/have never been convicted by any Court of Law
- That none of the Firm’s Director or the Company is bankrupt
- That none of the officers of Lagos is a present Director/Staff of the Company
Intending Firm(s) are requested to note that successful Firms would be required to register with Lagos Stats University
