Invitation to Tender
1. This Specific Procurement Notice (SPN) follows the publication of the General Procurement Nonce GPN for this project, which appeared in the UN Development Business Issue No: 608 August 16, 2007 and re-issued on 17th Dec. 2013, which appealed on Daily Trust Newspapers & The Nation Newspapers.
2. The Federal Government of Nigeria, through the Federal Ministry of Agriculture and Rural Development, has received financing from the International Development Association (IDA) and French Development Agency (AFD) (hereafter called the financing) and on-lent the Financing to four participating states (Adamawa, Enugu, Niger, and Osun) towards the cost of rehabilitation of prioritized rural roads in these states under the Second Rural Access Mobility Project (RAMP-2). It is intended that part of the proceeds of this Financing will be applied to eligible payments under the contracts for the Rehabilitation of prioritized rural roads in Adamawa State (hereafter called the Borrower).
3. The Adamawa State Project Implementation Unit (SPIU), of the Second Rural Access and Mobility Project (RAMP-2) on behalf of Adamawa State Government invites sealed bids from eligible bidders for the construction/rehabilitation works in the following lots:

4. The Works generally include: site clearance; major earthworks; provision of sub-base; provision of lateritic base course as surfacing; trapezoidal side drains; lined side drains; single and multiple concrete pipe culvert extensions and new culverts; reinforced concrete box culverts; and road signs and other road furniture.
5. Complete set of bidding documents for any of the lots may be purchased at the Office address below upon payment of non-refundable fee of Fifteen thousand Naira (N15,000.00) for one Lot only, and any additional lot will include a fee of Ten Thousand Naira (N10,000.00) only at the:

Interested bidders may obtain further information and inspect the bidding documents at the same address. The instructions to bidders and general conditions of contract contained in the bidding documents comply with the FGN Standard Bidding Documents SBD for the procurement of Works.
6. Bids shall be valid for a period of 120 days after Bid Opening and must be accompanied by security for each Lot as follows

Bids shall be delivered at the RAMP 2 State Project Implementation Unit at the office address above by 12 noon local time on Tuesday, April 29, 2014.
Bids will be opened at the same address at 12 noon local time on the same date and in the presence of bidders representatives who choose to attend.
Please note that electronic bid submission will not be accepted.
7. A pre-paid conference will be held at the office address above on Tuesday, 15th April, 2014, which is 1st April 2014 before bid opening by 12 noon to allow potential bidders to seek clarifications on the bidding documents.
