Invitation to Tender/Expression of Interest
In compliance with the provisions of the Public Procurement Act, 2007, The National Assembly Management wishes to notify the General Public of its intention to solicit Tender from competent and reputable companies for the underlisted contracts being contemplated under 2014 project:
2. Scope
i. LOT1M. Development/Deployment of National Assembly Price Intelligent Database;
ii. LOT2M. Construction of Parking/Charging Station for NASS Eco Shuttle;
iii. LOT3M. Supply of Classic American Trolley for NASS;
iv. LOT4M. Supply of Utility Vehicles to the NASS Lagos Liaison office;
v. LOT5M. Supply of official uniforms to the Parliamentary Security officers; and.
vi. LOT 1S. Supply and Installation of Senate Help Line and Constituents Connect (Code 109).
3. Tender Requirements
Prospective Bidders are required to submit the following documents along with the completed Tender Document(s);
- Evidence of Registration with CAC;
- Evidence of tax Clearance Certificate for the past 3 years (2011-2013);
- Evidence of VAT Registration and Remittance;
- Evidence of Audited Account for the last 3years (2011-2013);
- Evidence of Financial and Technical capability;
- Evidence of Execution of Recent Similar project; .
- Evidence of PENCOM Registration and Remittance;
- Sworn Affidavit in line with the provisions of part iv, section 16, subsection 6(e-f) of the Public Procurement Act, 2007 and also to confirm authenticity of documents submitted and listed above.
4. Tender Instructions
i. Interested companies are to collect Bid Documents from the National Assembly Tenders Board (Room 1.279, Annex I, NASS Complex) upon evidence of payment a non-refundable fee of N20,000.00 (in Bank draft in favour of National Assembly);
ii. All Bid submissions in excess of N50, 000,000.00 will attract bid Security of 2% of the Bid Sum – Bank Guarantee;
iii. Tender will be conducted through the National Competitive Bidding (NCB) Procedures as specified in the Public Procurement Act, 2007;
iv. The Prevailing Tender Fee Rates will apply; viz:
Contract value of N5-N10M =N50.000.00
Contract value of N10M – N50M = N100.000.00
Contract value above -N50M = N250.000.00,
v. All Bid shall be assessed in full compliance with the instructions in the Tender Documents, which shall form the basis of Eligibility of Contractors for final consideration: and
vi. Tender Document submitted late shall be rejected.
5. Submission of Bids
I. Two number bound volumes of both the Financial and Technical Bids (marked as original and copy) shall be submitted along with the soft copies of both bids, to be enclosed in 15×9.5 envelopes and marked appropriately at the left hand corner “Technical Bid” and “Financial Bid”.
- Both documents must be paginated and initialed on each page.
- Both Bids (Envelopes) will be enclosed in a bigger envelope (properly sealed) and addressed to The Secretary, National Assembly Tenders Board, Three Arms Zone, Abuja.
ii. The submissions are to be dropped in the Tender Box in the office of the Secretary Tenders Board not later than 1pm on Monday 31st March, 2014.
6. Bid Opening
i. Bid will be opened at l:30pm on Monday 31st March, 2014 at the Department of Procurement and Supplies Conference Room (Room 1.271) Annex I, NASS Complex;
ii. All prospective Bidders or their accredited representatives should endeavor to be present, please.
Note
iii. National Assembly reserve the right to reject any bid documents;
iv. This invitation should not be construed to be as a commitment on the part of the National Assembly to enter into any form of contract with any company, enter into any communication with any company not found suitable nor shall it entitle any company to make any claim whatsoever from the National Assembly;
v. All costs incurred as result of this Tender Invitation and any subsequent requests for information shall be borne by the bidding companies;
vi. National Assembly is not bound to accept the lowest Bid or any type of Tender;
vii. The National Assembly also reserves the right to annul the bidding process at any time without incurring any liabilities and assigning reason thereof; and.
viii. Technical Bids submitted will be assessed and only Tenders of those found response will be subjected for detailed evaluation.
