Expression of Interest for Consultancy Services for Environmental Impact Assessment (EIA)
Introduction
Further to our earlier advertisement in respect of Consultancy Services dated Monday, 2nd December 2013, the Ministry of Niger Delta Affairs intends to revalidate the same for 2014 Appropriation year. Consequently, expression of interest to pre-qualify is hereby invited from competent Consultants for the Environmental Impact Assessment (EIA) of the following Projects:

VII. Construction And Supervision Of Orhorhor-Odorubuo Kpakama-Bomadi Road (Delta/Bayelsa/Rivers States)
VIII. Construction And Supervision Of Ogriabeme-Torogbene Road, Delta State
IX. Canalization/River Training Of Foupolo-Bulou Ndoro Creek, Burutu LGA, Delta State
X. Canalization At Baternren-Tselu-Utanoyibo Creek, Warri South West LGA, Delta State
XI. Shore Protection At Isukwato, Abia State (Ogudu Asa)

i. Literature Review
ii. Reconnaissance survey/Mobilization
iii. Scoping to determine significant impacts
iv. Baseline data acquisition – Acquire baseline data relevant to assess/evaluate the potential impacts of the project,
v. Impact Assessment/Evaluation (Associated/Potential Impacts)
vi. Mitigation Measures
vii. Environmental Management Plan (BMP)
viii. Preparation of Report
4. Technical Requirements
Interested consultants and consulting firms who wish to participate in any of the listed lots are required to submit comprehensive profile which must include but not limited to the following documents:
(i) Evidence of incorporation of the company with the Corporate Affairs Commission (CAC) Copies of Tax Clearance Certificate for 2010, 2011 and 2012 respectively for the Company,
(ii) VAT Certificate and evidence of remittance to FIRS
(iii) Audited Account for 2010, 2011 and 2012 respectively,
(iv) Evidence of Pension Certificate of remittance and social contribution
(v) Evidence of Registration with Federal Ministry of Environment to conduct EIA.
(vi) Details of staff strength including the Curriculum Vitae and profile of key staff and associates
(vii) Details of previous Consultancy Services undertaken in similar field including scope, listing of deliverables and clients
(viii) Evidence of compliance with Industrial Training Fund (ITF) Amendment Act 2011 as applicable,
(ix) Clear indication of Head Office address
(x) Sworn affidavit that the Firm is not bankrupt
(xi) Sworn affidavit that none of the Principal or Associate of the firm is an ex-convict or bankrupt
(xii) Evidence of financial capacity and banking support (Bank references, recent statement of accounts, etc)
(xiii) A sworn affidavit to the effect that the Company is capable of carrying out the services in the Niger Delta region.
5. Submission of Qualification Documents
i. Qualification documents should be sealed, labeled and clearly addressed to:

Abuja, Nigeria.
ii. The reverse side of the envelope should have the company name & address as well as the lot no /project applied for, clearly written.
iii. All submission must be registered and deposited in the tender box provided at room 4B-350, 3rd Floor, Federal Secretariat, Phase 1. Shehu Shagari Way, Abuja, on or before 12 noon 10th March, 2014. Submitted tender documents will be opened on the same day by 12 noon at the SGF Conference Room, Ground Floor, Federal Secretariat, Phase l, Abuja.

7. Please note that late submission will not be accepted.
NOTE
1. All interested consultants and consultancy firms who responded to our earlier publication of Monday 2nd December, 2013 for the same projects in 2013 need not apply as their earlier submission remains valid and would be considered under the 2014 budget implementation process.
2. All prospective bidders should note that the new deadline for bid submission is now 10th March, 2014 and NOT 24th February, 2014 as earlier published in Vanguard and Daily Trust publications of 3rd February, 2014
3. Please note that response to this invitation shall not constitute any obligation of the Ministry of Niger Delta Affairs to the bidder.
4. All costs incurred as a result of response to this invitation and any subsequent requests for information shall be borne by the bidder.
