Invitation For Expression Of Interest For The Provision Of Consultancy Services For The Development Of Corporate Headquarters Complex And Ancillary Facilities For NAHCON In Abuja
The National Hajj Commission of Nigeria (NAHCON) is desirous of building a befitting Corporate Headquarters Complex with Ancillary Facilities to be located in Abuja, Federal Capital Territory of Nigeria.
In pursuance of this noble objective and in line with due process guidelines, NAHCON hereby invites competent, reputable and interested Professional Consultancy firms with Project Management, Architectural, Quantity Surveying, Structural and Services Engineering capabilities to send in their Expression of Interest (EOI) in that regard.
Design Brief
The proposed site is situated in the Central Business District (CBD) Abuja with an area measuring about 4000m2. Features of the Commission’s Corporate Headquarters should include: Elegant multi-storey structure with Offices, Conference Hall, Auditorium, Meeting Rooms, Restaurant and Clinic with Ancillary Facilities, Conveniences and Service Installations.
Scope of Work
- Preparation and submission of design proposals/preliminary drawings;
- Project monitoring and evaluation;
- Project consultancy;
Prequalification Requirements
Interested Consultancy Firms wishing to submit their proposal, which shall form the basis for selection, are required to satisfy, with adequate evidence, the following:
a) Evidence of Registration/Incorporation with the Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of the Company and up to date Annual returns with the CAC (forms C02 & C07 to be included.
b) Evidence of Finn’s Registration with Council for the Registration of ARCON, QSRBN, COREN, COR8ON, etc) and up to date payment of practicing fees (2014).
c) The Company must show evidence of the following:
i) Pension and Social Security Contributions
ii) Registration with Pencom
iii) Remittance to pension fund Administrator
d) A Sworn affidavit to the effect that:
i) The Company is not in receivership, insolvency or bankruptcy
ii) The Company does not have any Directors who has been convicted by any court in Nigeria and any other country for criminal offence in relation to fraud or financial impropriety.
iii) No present or former Director of the company is a shareholder or has any pecuniary interest in any of the relevant committees of the NAHCON or BPP
iv) All documents submitted for the pre-qualification bid are not only genuine but correct.
e) A chart indicating the number and categories of Nigerians that are to be employed by the company on this project.
f) Bank Statement for the past six (6) months.
g) Audited Accounts of the Builder for the last three (3) years duly endorsed by a firm of Chartered Accounts.
h) Letter authorizing NAHCON and her representatives) to cross-check the submitted company’s Bank account.
i) Evidence of work experience as the main Contractor/Consultant or having executed a minimum of Ten (10) projects of similar complexity compared to the proposed work, one of which must have been within the last 5 years. Copies of Award Letters, last Interim Certificate of Valuation for on-going projects, Completion Certificate and Final Maintenance Certificates where applicable are to be enclosed.
j) List of Technical personnel stating their roles, designation, qualification and years of experience with the guarantee that a minimum of five (5) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of educational and professional certificates are to be attached
Scoring Criteria
i) Verifiable evidence of work experience as the main Consultant that executed or supervised projects of similar complexity and magnitude in the past five (5) years;
ii) Quality of technical personnel with verifiable evidence of professional certificates and or relevant licenses and their reputation in the industry; and
iii) Quality of presentation and documentation of the proposal. Evaluation of proposal will be based on the design brief and the outlined pre-qualification requirements, and only those shortlisted will be invited to submit financial bids.

The Expression of Interest proposal should be submitted in sealed envelopes clearly marked:
