Project Background
SURE-P intends to appoint eligible engineering consultants to carry out independent evaluations of all payments made from inception to date, under the Roads & Bridges Programme. The consultancy services are grouped into lots as follows:
Group A/Abuja-Abaji – Lokoja Dual Carriageway (Sections 1 to 4): Lots 1 to 4 Group B/Benin – Ore – Shagamu Dual Carriageway (Phases 1 to 3): Lots 5 to 7 Group C/Onitsha-Enugu Dual Carriageway (Phases 1 to 2): Lots 8 to 9
Group D /Kano – Maiduguri Dual Carriageway (Sections 1 to 5): Lots 11 to 15 Group E/Oju/Loko – Oweto Bridge Over the River Benue: Lot 16
Scope of Work
The main objectives of the engineering evaluation include but are not limited to the following:
1. Evaluation of the value of permanent works carried out under specific IPCs 2. Analysis of reasons for and the value of variation in price of materials
3. Analysis of reasons for and the value of variation in price of labour
4. Examination of items under General and Provisional Sums and the value thereof
5. Assessment of compliance with design, material and contractual requirements on site
Submission of Expression of Interest (EOT)
Eligible engineering consultancy firms are hereby invited to submit Expression of Interest (EOI) in one or more of groups A to E. In Groups A, C, D and E, firms may apply for only one lot in each group. However, in Group B (Lots 5, 6 & 7), interested firms should apply for all the three lots as Group B will be awarded to only one firm.
Pre-qualification Requirements
1. Valid Certificate of Incorporation issued by Corporate Affairs Commission
2. Tax Clearance Certificate for the last three (3) years (2010,2011 and 2012) 3. Evidence of VAT Registration
4. Evidence of PENCOM Registration/ Exemption in accordance with the Pension Reform Act 2004, including evidence of remittance of Employees’ Pension Contributions/ Deductions
5. Completed Audited Accounts for the last three (3) years (2010, 2011, 2012) showing annual turnover
6. Company Profile showing key officers with evidence of experience on similar jobs, equipment/machinery (where applicable)
7. Verifiable list of similar Jobs/Assignments successfully carried out in the last three (3) years, stating locations of projects, contract sum including letters of award and completion certificates
8. Evidence of Registration with relevant Statutory Professional Regulatory bodies (where applicable)
9. Evidence of Financial capability to execute the projects (Bank Guaranty from reputable Banks) where applicable
10. Declaration that the company is not:
(a) In receivership, or in any form of insolvency or bankruptcy proceeding or the subject of winding up petition proceeding; and
(b) Having any Director who has been convicted in any country for any criminal
misrepresentation or falsification of facts relating to any matter of its company
11. Accompany the bid with an affidavit disclosing whether or not any officer of SURE-P Committee, its Secretariat or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder; and
12. Affidavit that the information presented in the bid are correct in all particulars
Method of Submission
EOIs for each lot must be in separate envelopes, clearly marked ‘Expression of Interest for (Name of Road and Lot Number)’ and addressed to:

Three (3) copies of each completed EOI including one (1) original must be signed, sealed and submitted on or before 12:00 noon on Monday, 28th October, 2013 date of this publication). EOIs are to be dropped in a tender box to be located at the Conference Room, 4th Floor, SURE-P Secretariat, Abuja, FCT.
Important Information
1. Only qualified firms will be invited to collect Request for Proposals (RFP) for the submission of Financial Proposals.
2. Incomplete documentation and/or late submission of documents will not be entertained.
