Corrigendum to Tender NO.KDSG/KDSPP/A01/14

(1) The Kaduna State Government of Nigeria had issued a Public notice for Project Tender No KDSG/KDSPP/A0l/14dated 20 Oct 2014 for the construction of 2 x60MVA. 132/33 kV Sub-Station, installation of 20kW Solar Mini Grids in General Hospitals/PHCs across the 23 LGAs in the State and Solar Stand Alone Street Light. Following amendments are issued to tender document based on pre – bid meeting and request by bidders
- Description of Works and Services
To be replaced as under
(a) EPC of 2 x 60 MVA. 132/33kV Sub-Station
(b) EPC of 50 kVA Solar Powered Mini Grid System with all the necessary accessories across the 23 LGA at 26 locations.
(c ) EPC of Solar Powered Stand Alone Street tights within Kaduna Metropolis with 600 Nos Double Arm and 350 Nos Single Arm
(3) Tender Document Section III – Evaluation and Qualifying Criteria
Following amendments to be effected to specific experience para 2.4.2
(a) Para 2.4.2 sub para 1 to be replaced with: In case of JV, the requirement be met by at least one partner and JV partners combine should meet the requirement.
(b) Para 2.4.2 sub para 3 to be replaced with Completion of at least 5 nos. solar mini grids in Nigeria / India in the last 7 years and which should be in successful operation for at least 5years.
(c) Para 2.4.2 sub para 5 to be replaced with Contractor should have executed at least one project of solar grid of minimum 1 MW rating and total cumulative experience of solar grid execution of 5 MW.
(d) Para 2.4.2 sub para 5 So be replaced with Execution of at least 1 no. Solar Street light project in Nigeria/India in the last 7 years
(e) Electro-mechanical Specification For Substation: Following to be replaced for 60 MVA 132/33 kV transformer technical parameters
(i) Para 2.12.3- No load loss capitalized value to be $ 4300 / KW
(ii) Para 2.12.6- Load loss capitalized value to be $ 1070/KW
(f) The batteries for both Solar Grid and Solar street Light to be Maintenance Free Nickel Cadmium Batteries
(g) Bid security can be shared among the partners in case of joint venture, but total amount must be equal to USD 600,000.
(h) Instead of rehabilitation, consider construction of complete substation control building and make provision for sand filling as part of sub-station BOQ.
(i) Complete block wall fencing of 300X300 M to be considered as part of sub station BOQ
(j) Custom duty exemption certificate will be provided for import of offshore items
(k) The bid submission dale and time has been extended to 05 Dec 2014 at 10AM.
Bidders to note that other conditions of the lender documents remain the same.
