Invitation for Prequalification/Expression of Interest for Development of Students Online Information System (Students Portal)
1.0 Introduction:
1.1 The Sokoto State University is a new university that has gained a lot of popularity and large numbers of students have been admitted into the University for the 2013/14 academic year. However, this large number of students has not been matched by proper technology to assist the University in managing its admission, registration, students’ academic activities and other related processes such Post UTME examinations etc.
2.0 Scope of Works
2.1 The University therefore wishes to invite prequalification/expression of interest from the interested and competent bidders for the development of the University Online Students Information System using Free and Open Source Software (FOSS) which should have the following features:
- Post UTME Examination Registration including payment;
- Online Admission;
- Online Registration;
- Online Fees Payment;
- Online Accommodation;
- Online of Forms
- Online Results Checking;
- Academic Features which includes Lectures and Students;
- Log in (Security Features which should have Admin Side, Staff Side, Student Side and Log features (History)
- Group work/ Collaborative features (Chats & Blogs) and Notice Board which should both have Admin Side, Student Side and Student and Staff respectively.
Eligibility Criteria:
Bidders are to provide the following minimum prequalification requirements:
a) Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Article of Association;
b) Tax Clearance Certificates of the following years: 2010; 2011; and 2012;
c) VAT Registration and Remittance;
d) Detailed Company profile;
e) Evidence of Experience in at-least five (5) jobs of similar nature and complexity executed within the last five years with verifiable letters of contract award, evidence of payment and certificate of job completion;
f) Evidence of financial capability/reference letter from a reputable Bank;
g) Memorandum of Understanding for Joint Ventures;
h) Full account details including SORT code;
i) Possession of Satisfactory Quality Assurance/Quality Control Manuals;
and
j) Auditors’ Report for the last three years (2010, 2011 and 2012)
3.0 Submission of Pre-Qualification Documents:
The prequalification documents shall be submitted in sealed envelopes and labelled “Pre-Qualification/Expression of Interest” marked with “Project Name” at the top right hand corner and addressed to:

Birnin Kebbi Road, P. M. B. 2134, Sokoto.
3.1 The closing date for submission is 17th February, 2014.
3.2 Only firms whose prequalification and expression of interest document fulfill the minimum requirements would be considered for the next stage of Invitation to Tender

4.4 The University is hot bound to shortlist any contractor just as it also reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reason thereof.
