Tender Opportunity for Brownfield Maintenance Engineering Services Contract

 Introduction:

The Shell Petroleum Development Company of Nigeria (SPDC) in its role as operator of the NNPC/SHELL/ TEPN/AGIP Joint Venture, on behalf of the Joint Venture, hereby invites reputable EPC companies (DPR registered and licensed) with proven experience, skilled manpower and technology in Maintenance and Brownfield engineering services to apply for selection in the bid list of the tender for the Maintenance and Brownfield engineering services for Onshore Assets and the Sea Eagle FPSO. The proposed contract will commence in Q4 2015 and remain active for two (2) years duration, with an option of a one (1) year extension.

Summary of Work Scope:

The scope of work covered under the proposed services shall include but not be limited to the following;

Onshore Scope: (All tenderers shall be Nigerian indigenous service companies having 51% and above Nigerian equity shareholding in the ownership structure of the Nigerian registered legal entity of tenderer).

Pre-Fabrication, Fabrication, Inspection, Testing and Logistics

• Welding and other services for pipe sizes ranging from 1/2″ to 40″ ANSI 150 to 2500LB. Various materials including carbon steel, stainless steel, duplex stainless steel and GRE
• Capacity for extra ordinary logistics for heavy and wide load between onshore fabrication yard and nominated ports of loading.

Supply of Labour, Technicians and Other Staff to Support Asset Activities

• Supply of Project and Engineering staff to support the SPDC Asset teams in all disciplines. This will also cover all aspects of Engineering modifications, Laser scanning, pipe stress and pipe support strength checks.
• Production Operations and Maintenance Support Services – Control room operations, Document Control, HSSE, Production Chemistry, Operating Integrity, material control, planning, Maintenance and Integrity Execution, Maintenance Workshop Services, Pressure Vessels and Relief Valves recertification, Condition Monitoring, Real Time Operations, Govern­ment and Community relations, Hydrocarbon Accounting, Information and Telecom Systems, Geomantic Services,

Competence Development and Optimization Services

• On the Job training services.
• Competence assessment and verification services.
• Operating Integrity – Standard operating procedures alarm rationalization.
• Coaching on new equipment and Processes.
• Coaching and certification of assessors.

Rental of Equipment (Welding Machines, Air Compressors, etc.)

• Renting of equipment required for onshore/offshore use.

OEM Field Service Engineers

• Mobilization & demobilization of OEM Field Service Engineers on a call-off basis.

Provision of Third Party Vendor/Subcontractor Support at Cost Plus

• Provide Third Party support to carryout Engineering modifications/upgrades and Maintenance activities

Procurement of Materials

• Procurement of materials at cost plus.
• Provision of other services at costs plus handling fees

Offshore Scope:

Hook-Up and Commissioning of Brown-Field Packages

• Mechanical, instrument and electrical hook-up to existing system and completions of all installed equipment.

Offshore Installation of Brown-Field Engineering Jobs

• Brownfield installation of various types e.g., piping work, pipe modifications, vessels, filtration equipment, rotating equipment (high energy pumps and compressors), hydrotest, leak testing, instrumentation, electrical cabling and termination.

Execution of Offshore Maintenance Activities

• Rotating equipment condition monitoring
• Relief Valve Recertification
• Static Equipment legislative inspection regimes.
• Re-engineering of FPSO systems based on installed equipment performance vis-a-vis the current operating requirements of FPSO hydrocarbon process equipment.
• Painting of FPSO structural installations, main deck to protect against corrosion, and damages due to the elements
• Lifesaving equipment maintenance for FPSO ERT, marine, (lifeboats, life rafts), SCBAs, etc.
• Cargo Pumping and valve operation systems for FPSO crude cargo off takes, FPSO vessel stability using the ballast pumps.
• Maintenance of FPSO HVAC system comprising the central air condition system, module package air conditioners, damper systems for ducting control of ventilation to specified areas.
• First Line Maintenance of Instrument Air compressors for automatic/remote operation of FPSO control systems

Execution of Shutdown Scope as Requested by Shell

Mandatory Requirements:

Failure to adhere strictly to these following criteria may lead to disqualification of the candidate:

• To be eligible for this tender exercise, interested contractors are required to be pre-qualified in Product Groups: Management & Provision of all Facilities Engineering, Modification & Maintenance Services for a Site/Platform (Product Group 40501), Steel/Metal/Concrete Structures/Platforms (Product Group 40401), Steel/Piping/Mechanical (Product Group 30501), Electrical/Instrument (Product Group 30502) and Maintenance and Modification of Pumps and Rotating Equipment (Product Group 30520), Categories A, B, C and D in NipeX Joint Qualification System (NjQS) data base;

Nigerian Content Requirements:

Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act for offshore scope and also provide the following requirements:

• Demonstrate that the entity is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the Chief Executive Officers (CEO) of both companies including evidence or plans of physical operational presence and set-up in Nigeria.
• International or multinational companies working through a Nigerian subsidiary must demon­strate that a minimum 50% of equipment to be deployed for execution of work shall be owned by the Nigerian subsidiary by providing a list of equipment for this tender and indicating those that will be owned by the Nigerian subsidiary.
• Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC Forms C02 and C07.
• Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
• Provide a Nigerian Content Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
• State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well-equipped offices and workshop; attach past experience of such patronage, specific to this project, provide detailed plan for staff training and development on engineering, project manage­ment and procurement (including all software to be used, number of personnel, name of organiza­tion providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
• Provide evidence of domiciliation of project management and procurement centres in Nigeria with physical addresses (not PO. Box).
• Location of in-country facilities (Equipment, storage, workshops, repair & maintenance facilities and, testing facilities).
• Contractor must be willing and able to provide evidence of maximization of made in Nigeria goods and services.
• Provide details on any other Nigerian Content initiative your company is involved in.
• Tenderers must demonstrate registration on the NOGIC JQS platform of NCDMB.
• Tenderer must demonstrate that HCD training shall be 10% of project man-hours or 3% of contract value whichever is greater (note trainees shall be selected using the NCDMB empirical formula to estimate number of trainees).
• Tenderer shall also as part of the Nigerian content development on the project submit an execution plan outlining all the applicable labour driven targets of the schedule of the NOGICD ACT.
• OEMs in-country representatives are required to show evidence of relevant in-country infrastruc­ture (office space, in-country assets, etc.) and Nigerian content certification. Evidence of procure­ment in-country of equipment, materials and consumables of Nigerian origin.
• Tenderers shall submit their R&D plan detailing; SCOPE (list areas of research, linkage to industry, key drivers and expected outcome), name of research cluster and Nigerian location centres, R&D duration, R&D expenditure target as a percentage of contract value, and GOALS (purpose, NC targets, milestones and deliverables performance reporting and period). R&D shall be carried out on the contract under the auspices of NCDMB approved R&D cluster.
• Tenderer shall submit a signed MOA with any of the NCDMB approved research clusters indicat­ing how the cluster will be used and the area of research relevant to the contract.
• Tenderer is required to provide a plan for Logistics services. The plan shall describe name and address of Nigerian based entity or sub-contractor(s) scope of services to be provided. The plan shall describe the following activities:

(i.)     Custom clearance. (ii.)   Heavy lift services

(iii.)   Load out.         (iv.)        Marine transportation within Nigeria in-land water ways

(v.)    In-country support and co-ordination of marine transportation plan to perform marine craft transportation of project items from Nigerian port-to-port/quayside.

• Tenderer is required to state plan for all third party services and any additional services proposed to support such activities in Nigeria, and onshore/offshore maintenance activities shall be carried out by Nigerian companies, the plan shall state the names and address of the Nigerian entity or sub-contractor and scope of services to be provided.

(ii.)    Third party NDTs and certification of welding process

(iii.)   Laboratory mechanical tests

• Tenderers are expected to have obtained their Nigerian Content Equipment Certification (NCEC) from the NCDMB or demonstrate that it is in the process of obtaining the certificate from NCDMB.

Only Tenderers who are registered in the NJQS Product Groups: Management & Provision of all Facilities Engineering, Modification & Maintenance Services for a Site/Platform (Product Group 40501), Steel/Metal/Concrete Structures/Platforms (Product Group 40401), Steel/Piping/Mechanical (Product Group 30501), Electrical /Instrument (Product Group 30502) and Mainte­nance and Modification of Pumps and Rotating Equipment (Product Group 30520), Categories A, B, C and D as at 13/03/2015 being the advert close date, shall be invited to submit technical bid.

Additional Information:

• All costs incurred in preparing and processing NJQS prequalification shall be to the CONTRACTOR’S accounts.
