Selection of Infrastructure Companies (INFRACOS) be Licensed for the Deployment of Optic Fibre Transmission Network Infrastructure for Broadband
(PHASE 1 – LAGOS STATE AND NORTH CENTRAL ZONE)

The Nigerian Communications Commission (NCC), on behalf of the Federal Government of Nigeria, announces its intention to commence Phase 1 –Licensing of INFRACOS for Deployment of Metropolitan Optic Fibre Infrastructure and Associated Transmission Equipment in Lagos State and North Central Zone on an open access, non-discriminatory, price regulated basis.
The Open Access Model has been examined and considered as a strategic means for the deployment of optic fibre backbone transmission infrastructure network In Nigeria that will bridge the current broadband gap, facilitate the development of local content and deliver cost effective services to households and businesses.
It is envisaged to address the challenges of fibre deployment in towns and cities, promote infrastructure sharing, reduce Right of Way issues and transform the beneficiary states to smart states, amongst others.
To this end, competent companies, consortium of which at least one of the consortium members must be a Nigerian registered company or firms including those who had earlier expressed interest are invited to submit tender for consideration.
Eligibility Criteria:
Interested Companies are required to submit the following documents in the order stipulated below:
- Verifiable Evidence of Incorporation and Registration with CAC.
2. Verifiable Tax Clearance Certificate for the proceeding 3 years i.e. 2011, 2012 and 2013.
3. Verifiable Evidence of Pension Fund/ ITF Contribution.
4. Companies audited account for the proceeding 3 years.
5. Evidence of compliance with statutory Pension Act
6. Evidence of Registration with ITF/Payment of Training Contribution to the Industrial Training Fund
7. Evidence of compliance with all NSITF/Employee compensation Act
8. Every Submission must be accompanied with an affidavit that all information and documents submitted are true and correct and that no officer of the Commission is a former or present director, shareholder or has any pecuniary interest in the bidder.
Collection of Bidding Documents:
The tender document detailing the commercial principles, key licensing conditions and technical specifications is available for collection at the Commission’s Procurement Department (2nd Floor, NCC Building, Plot 423, Aguiyi Ironsi Street Maitama, Abuja, Nigeria) upon presentation of a bank draft of N50, 000.00 in favour of Nigerian Communications Commission and signing of a Confidentiality and Non-Disclosure Agreement.
The information pack will include the following.
A. Hard copy of the bid document
- DVD of the Fibre data for Lagos and North central zones
C. Soft Copy of the Bid Document
Submission of Documents:
The prospective Bidders shall enclose the original and two copies of Technical and Financial bids (DVD electronic copy and Hard copy) in two (2) separate envelopes clearly marked “Open Access NGBN Technical” and “Financial”, and enclose the two (2) separate envelopes in one sealed large outer envelope which shall bear the description, the name and address of the Company and addressed to:

The documents shall be submitted in the Bid box at the Reception of the Commission’s Head Office at Plot 423 Aguiyi Ironsi Street Maitama Abuja not later than 12noon 4th August, 2014. The opening of the technical bids will take place immediately after closure of submission date at the Commission’s conference hall within the head office.
