Technical and Financial Bids
- Introduction
The Energy Commission of Nigeria (ECN) wishes to invite interested and credible Companies to apply for the Technical and financial bids of the various projects of the Commission for the 2014 fiscal year.
- Scope
The scope of work includes:
LOT 1; Procurement of Project Monitoring Equipment
LOT 2; Upgrading and Overhauling of ECN Facilities and Equipment.
a) Security Facilities and Internet Facilities
LOT 3: Pilot Biomass Project:
a) Development of Energy Farm for the production of Bio Diesel from Jatropha
LOT4: Complete Renovation and Furnishing of ECN Podium Building.
LOT 5: Sustainable Energy Development:
a) Energy Modelling: MAED MESSAGE, WASP (IAEA), 2050 Pathway Calculator (British Council), Reel Cost (DOE), Environment and Climate Change Impact.
b) Awareness Creation
LOT 6: Review of National Energy Master-Plan Phase II:
a) National Energy Policy Review
b) National EMP and Review
c) Legal Instrument Development
LOT 7: Solar Powered Street Lights in various locations in the country.
LOT 8: Solar Powered Borehole in various locations in the country.
LOT 9: Solar PV as Alternative Electricity Source (Mini-grid and ICT)
LOT 10: Development of Energy Balance for Nigeria
LOT 11: New Hydropower Systems:
a) Promotion of Hydrokinetic Power Turbines
b) Feasibilities of SHP Potentials in Ogun and Ondo States
LOT 12: National Energy Summit for Stakeholders in Energy Sector
LOT 13: ECN/NYSC Renewable Energy Training Programme Promotion of Self Employment Opportunities and Job Creation for Corp Members in six (6) geo political zones
LOT 14: National Energy Data Bank Development (Hardware and Specialised Softwares etc.)
LOT 15: Monitoring the Implementation of Government Policies on Energy:
A) Conduct of Surveys and Seminars
b) Production of Annual Energy Report and Outlook
LOT 16: Study/Survey on Energy Consumption Pattern in Household, Services. Industries and Transport Sectors.
LOT 17: Maintenance of Solar PV Powered Streetlights and Boreholes.
Lot 18: Establishment of Clean Cook stove Standard Testing and Training Laboratory (Procurement of Equipment) at NCERD, Nsukka.
- Bidding Criteria
The following requirements for Tender shall be submitted:
a) Certificate of Company Registration and Memorandum and Article of Association
b) Evidence of Valid Tax Clearance (2 photocopies) and VAT Certificates
c) Evidence of pension compliance from National Pension Commission where applicable (ONLY Certificate of Compliance issued by the Pension Commission is accepted as evidence).
d) Evidence of Compliance with the provision of the Industrial Training Fund (ITF) Amendment Act 2011 on Training contribution.
e) Company Profile with list of Technical/Managerial Staff with evidence of previous work experience, detailed clients, nature of work/contract, contract sum etc.
f) Articulated Work Plan and Methodology
g) Evidence of Financial Capability/Company Audited Account
h) Experience in handling similar job is an added advantage.
- Submission
Bid document containing specifications on the interested lots can be obtained from the Office of the Secretary, Public Procurement Unit at the ground floor of the Energy Commission of Nigeria; upon payment of non-refundable fee of Fifty Thousand Naira (N50, 000.00) Bank Draft in favour of Energy Commission of Nigeria. The two (2) submissions should be enclosed in a third envelope indicating clearly lot of interest and marked Technical and Financial bid respectively at the top left corner of the envelope. This should be dropped in the relevant box in the Commission’s premises in Abuja.

NOTE
- Bids shall be closed at 10.00am and be opened immediately thereafter on 11th August, 2014 at the premises of the Energy Commission of Nigeria in Abuja.
- Only Companies with Technical Bids that fulfill the requirements would have their names pasted on the Commission’s notice board and their financial bids opened on a date to be indicated on the same notice.
- All bids are expected to include ORIGINAL COPIES of the receipt of Tender fee in their financial bid envelopes.
- Name, address, email and phone numbers of the Companies should also be clearly written at the back of the envelopes
- Submission of bidding document is not a guarantee for the award of contract.
- All submissions would be verified from the relevant Agencies like Federal Inland Revenue (FIRS)
- Late submission will not be accepted.
