Request for Proposal – Security Services at Abuja Electricity Distribution Company (AEDC)
Abuja Electricity Distribution Company (AEDC) established in 1997 is a company registered under the laws of the Federal Republic of Nigeria based on the privatization of the power distribution in Nigeria. AEDC is required to maintain power quality in line with prevailing Nigeria regulations as set by the Nigerian Electricity Regulatory Commission (NERC) in its Customer Service Standards of Performance, together with internationally accepted standards (IEC 60050).
AEDC is seeking proposals from qualified security service firms to provide uniformsecurity services at its various offices in Kogi State, Abuja FCT,
Niger State andNasarawa State.
This Request for Proposal (“RFP”) is intended to solicit information and proposals from qualified Security Service firms capable of meeting AEDC and/or its affiliates’needs at various facilities. The service provider will have significant expertise in the areas necessary to meet the needs and requirements set forth in this RFP, including, without limitation to, the ability to provide innovative solutions and introduce AEDC to opportunities. AEDC desires to enhance service efficiency and minimize costs and risks, while at the same time providing the service provider with the incentive to successfully perform based on pricing, and the operational parameters set forth in the scope of service.
2. RFP Administration
Any questions and/or communications pertaining to this RFP and your proposal must be directed only through email to aedcprocurement@gmail.com with subject: RFP Security Services. The questions will be addressed and all questions and answers will be submitted to all suppliers who have indicated interest in this RFP via email. Service providers should not contact any other AEDC employee or representative to discuss this RFP or any information relating thereto. Such contact may subject your company to disqualification from this RFP process. Service providers will be informed of the status of their written proposals upon the completion of AEDC evaluation and selection process. ….
3. Selection Process
AEDC will evaluate and analyze Suppliers’ responses to this RFP utilizing multiple criteria including, without limit to:
• Demonstrated successful experience in implementing services similar to those requested in the scope of service.
• Ability to meet the contractual requirements set forth in the scope of service. Interested service providers to email aedcprocurement@gmail.com for a copy of the approved scope of service. Subject of the email must read: REQUEST FOR APPROVED SECURITY SCOPE OF SERVICE. Emails received after 9th January 2014 will not be responded to.
• Provisions of other value added services
• Process improvement/cost saving ideas presented by security service providers
• Membership of industry related professional organizations
• Safety record
• Employee Training
• The proposal’s completeness, thoroughness, accuracy, compliance with instructions, timeliness, and the conciseness of the text materials
In addition to the requirements and qualifications identified above, the evaluation process will include a review of the Suppliers’ breadth of knowledge of the Security Service industry, as well as their stability and organizational structure, which should be demonstrated through their response to this RFP.
Any Proposal that fails to meet all the following minimum criteria shall be noted as “non-responsive” and will not be evaluated/scoredand the following information which is mandatory must be provided:
Company history and Philosophy
Company Statutory documents
Documents relating to the legal registration of the company;
Confirmation of the financial capacity of the company (3 years
Audited Statement of Accounts representing year 2013,2012 and
2011);
Current Tax Clearance Certificate and for the year 2013 and 2012;
Evidence of VAT registration;
Evidence of compliance with the provisions of the Pension
Reforms Act 2004
Licensing with appropriate regulatory body
At least 2 Verifiable References with respect to awards handled
Evidence of relevant contracts handled in the past for provision of
security services
Unique company and management strengths
Organizational chart
Personnel qualifications
Cost for Provision of the required service
All proposals submitted in response to this RFP will become the sole property of AEDC and shall not be returned to the Security Service Company. All supporting materials and other documentation submitted with any proposal will also become the property of AEDC, unless otherwise requested by the Supplier in writing at the time of proposal submission. All information not already known to AEDC, or not considered to be in the public domain, will be considered confidential.
The selection of the successful service provider will be made based on AEDC evaluation and determination of the relative ability of each Bidder to deliver quality service in a cost-effective manner.
AEDC is not obligated to accept the lowest bid and reserves the right to reject any and all bids or amend the scope of service. Interested bidders must be duly licensed with Nigeria Security and Civil Defense Corps (NSCDC) or otherwise have the ability to perform work in accordance with all governing local authorities and to the satisfaction of those authorities.
General Instructions for Vendors
1. Interested service providers must bear all the costs associated with the preparation and submission of their proposals. AEDC shall not bear any cost with relation to the requirements of this advert.

LATE SUBMISSIONS WILL BE REJECTED.

Submission of Proposals: January 12th 2015
Proposals Evaluations: January 13th 2015
Award of Contract: January 26th 2015
AEDC reserves the right to delay or modify scheduled dates and will notify only qualified proposers of all changes in scheduled dates.

4. As part of the pre-qualification process, AEDC may visit the locations of the vendors to assess their capacity as stated in their proposals.
