Request for Proposals for the Airlift of Nigerian Christian Pilgrims to and From Israel, Rome and Greece for 2015 Pilgrimage Operations.
(1.0) Introduction:
(1.1) The Nigerian Christian Pilgrim Commission (NCPC) in compliance with its statutory functions, intends to carry out the airlifting of Pilgrims under the 2015 Christian Pilgrimage Operations.
(1.2) The NCPC therefore, wishes to Request for Proposals from interested and competent National/International Airlines/Air-carriers with qualification and experience for the airlift with the following scope of services as follows:
(i) Number of Christian Pilgrims to be carried from Nigeria to Israel, Rome and Greece is projected to be a total of 35,000.
(ii) The airlift operations shall be carried out from the six International Airports in Nigeria listed in the Request for Proposal (RfP).
(2.0) Aircraft Specifications:
(2.1) Bidders will be required to use only the specified aircrafts for the airlift operations. The aircrafts must meet ICAO, NCAA and IATA safety requirements and will be subject to pre-arrival inspection. The required aircrafts are wide-bodied with glass cockpit, with a minimum capacity of300seats, are:
(a) Boeing 747-400.
(b) Airbus A340.
(c) Boeing 777; and
(d) Airbus A330.
(3.0) Eligibility Criteria
Bidders must provide the following as responsive minimum requirements for the project:
(a) Copy of current Air Transport License (ATL)/Air Operation Permit (AOP)/Air Operators Certificate (AOC).
(b) Copy of Air Travel Organizer’s License (ATOL).
(c) Verifiable written evidence of ownership or partnership agreement with the owners of aircraft.
(d) Evidence of Company Registration with CAC or Letter of Exemption from Mr. President in compliance with Section 54-59, CAMA.
(e) Tax Clearance Certificates for the Last 3 years (2012, 2013 & 2014).
(f) Evidence of Pension Registration &Remittances, Industrial Training Fund (ITF) and Social Security Contributions (NSITF).
(g) VAT Registration and Remittances.
(h) Detailed Company Profile.
(i) For Joint Venture, please include Memorandum of Understanding (MOU).
(j) Annual Audited Reports for the last 3 years (2012, 2013 & 2014) showing a minimum turnover of $150million USD in any of the years.

(5.0) Submission of Documents:
(5.1) Completed Request for Proposals documents (Two sets of hard copy and One Electronic copy in compact disk and Microsoft office) shall be submitted in sealed envelope and appropriately marked “Project Name” at the top right hand corner and addressed to:

(5.2) The closing date for submission in respect of the project is on or before 12.00noon, on Monday 4th May, 2015.
(5.3) Proposals will be opened on Tuesday, 5th May, 2015 at 1.00p.m. at the Commission’s Conference Room, Plot 1348 Cadastral Zone A03, Ahmadu Bello Way, Garki 2, Abuja, Nigeria.
(5.4) Please note that only companies whose technical proposals meet the minimum requirement would be considered for the next stage.
