Request for Proposals for the Airlift of Nigerian Christian Pilgrims to and From Israel, Rome and Greece for 2014 Pilgrimage Operations
1.0 Introduction
1.1 The Nigerian Christian Pilgrim Commission (NCPC) intends to carry out the airlifting of Pilgrims under the 2014 Christian Pilgrimage Operations.
1.2 The NCPC therefore, wishes to Request for Proposals from interested and competent National/International Airlines/Air-carriers with qualification and experience for the airlift with the scope of services as follows
i. Number of Christian Pilgrims to be carried from Nigeria to Israel, Rome and Greece is projected to be a total of 30,000:
ii The airlift operations shall be carried out from the six International Airports in Nigeria listed in the Request for Proposal (RfP)
2.0 Aircraft Specification
2.1 Bidders are to use only the specified aircraft for the airlift operations. The aircraft must meet ICAO, NCAA and IATA safety requirements and are subject to pre-arrival inspection. The only required aircraft, wide-bodied with glass cockpit minimum of 300seats are as follows:
a. Boeing 747-400:
b. AirbusA340:
c. Boeing 777; and,
d. Airbus A330.
3.0 Eligibility Criteria:
Bidders should provide the following as responsive minimum requirement for the project:
(a) Copy of current Air Transport License (ATL)/Air Operation Permit (AOP)/Air Operators Certificate (AOC)
(b) Copy of Air Travel Organiser’s license (ATOL)
(c) Verifiable written evidence of ownership or partnership agreement with the owners of aircraft.
(d) Evidence of Company Registration with CAC or letter of exemption from Mr. President in compliance with section 54-59, CAMA.
(e) Tax Clearance Certificates for the Last 3 years (2011, 2012 & 2013).
(f) Evidence of Remittances of Pension, Industrial Training Fund (ITF) and Social Security Contribution.
(g) VAT Registration and Remittances
(h) Detailed Company Profile
(i) For Joint Venture, include Memorandum of Understanding,
(j) Annual Auditors Report for the last 3 years (2011, 2012& 2013) with turnover of $150million USD in any of the years

5.0 Submission of Documents
5.1 Completed Request for Proposals documents (Two sets of hard copy and One Electronic copy in compact disk and Microsoft office) shall be submitted in sealed envelope and appropriately marked “Project Name” at the top right hand corner and addressed to:

5.2 The closing date for submission in respect of the project is on or before 12.00noon Tuesday April 8, 2014.
5.3 Proposals will be opened same day by 1.00p.m. at the Commission’s Conference Room Plot 1348 Cadastral Zone A03 Ahmadu Bello Way, Garki 2, Abuja, Nigeria.
5.4 Only firms whose technical proposals fulfill the minimum requirements would be considered for the next stage and agreement will be signed with only the successful bidder.
