As part of the efforts to achieve its mandate and in compliance with the requirements of the Public Procurement Act 2007, the Nigerian Communications Commission (NCC) hereby invites proposals from reputable firms with proven experience to undertake the under – listed consultancies.

Eligibility Criteria
Interested companies are to submit the following documents:
(i) Evidence of Company Registration (Certificate of Incorporation of the Company)
(ii) Evidence of tax payments (current tax clearance certificate) for the last three years (2012, 2013 & 2014).
(iii) VAT Registration and Evidence of Remittance.
(iv) Evidence of financial capability to execute the project (bank reference letter/bank guarantee will form part of the evaluation criteria)
(v) Evidence of firm’s corporate registration with relevant professional bodies.
(vi) Copies of the audited account of the company for the last three years (2012, 2013 & 2014).
(vii) Corporate profile with curriculum vitae showing evidence of professional qualifications of key personnel.
(viii) Verifiable evidence of similar works successfully executed /ongoing (e.g. letters of award, certificates of completion, contract agreements and payment certificates)
(ix) Current Certificate of Compliance issued by the National Pension Commission (PENCOM) as evidence of compliance with the Pension Reform Act 2004.
(x) Current certificate of compliance issued by the Industrial Training Fund (ITF) in compliance with section 6(2) of the ITF Amendment Act 2011.
(xi) Sworn affidavit disclosing that all the documents submitted are not only correct but genuine. That the directors(s) has/have never been convicted by any court of law. That none of firm’s director or the company is bankrupt. Whether or not any of the officers of FAAN or BPP is a former or present director of the company.
Collection of Request for Proposal
The collection of RFP attracts a tender fee of N20,000.00 (Twenty Thousand Naira Only) in bank draft payable to the Nigerian Communications Commission. Evidence of payment of the tender fee must be attached when returning the RFP.
The prospective bidders shall enclose the technical and financial bids in two (2) separate envelopes, and enclose the two envelopes in one sealed outer envelope clearly marked “Request for Proposal- Lot No….” on the top right-hand corner which shall bear the lot description, the name and address of the company on the reverse side of the envelope and addressed to:

Submission of Documents
The documents should be dropped in the Bid Box located at the reception of the Commission’s Head office at Plot 423 Aguiyi Ironsi Street Maitama, Abuja not later than 12:00 noon local time on 7th August, 2015.
Important Information
(i) Please note a firm can only tender for a maximum of two (2) lots.
(ii) The Commission reserves the right to verify the authenticity of any claims made on the tender documents submitted by companies
(iii) Failure to comply with the instruction(s) and provide any required document(s) may automatically result in disqualification.
(iv) The Commission reserves the right to reject any or all the tender documents.
(v) Original of all documents above must be produced for sighting at the opening and any other time requested.
(vi) Tender documents submitted late shall be rejected.
(vii) All submissions must be in English language.
(viii) This advertisement shall not be construed to be a commitment on the part of the Commission, nor shall it entail the applicant to make any claim(s) whatsoever and/or seek any indemnity from FAAN, by virtue of such applicant having responded to this publication.
(ix) The Commission will not be responsible for any cost or expenses incurred by any interested party in connection with any response to an inquiry nor shall it entitle any party submitting documents to claim any indemnity from the Commission.
(x) The Commission is not bound to shortlist any bidder and reserves the right to annul the bidding process at any time without incurring any liabilities and assigning any reason thereof.
