The Federal Government of Nigeria has received financing from the World Bank towards the implementation of the Growth and Employment (GEM) Project, and intends to apply part of the proceeds for consulting services.
Position: Consulting
The “Consulting Firm” is to provide the Project Implementation Unit with a Cluster Management Advisor (CMA). The advisor will develop a work-plan in consultation with the Project Implementation Unit (PIU) and Industry Cluster
Groups (ICG), designed to meet industry objectives as identified by stakeholders, and will support effective intervention design. Specifically, the CMA will be expected to undertake the following: Cluster mapping exercise; institutional and legislative mapping/business environment analysis as well as project analysis. The CMA will oversee the works of other industry specialists (ICT, Entertainment, Hospitality and Tourism, & Light manufacturing) etc and ensure cooperation amongst them for the good implementation of the project.
The GEM Project of FMI, T&I now invites eligible consulting firms to indicate their interest in providing the services. Interested firms should provide specialist that possess the following core competences, skills and qualifications:
- Strong leadership ability demonstrated by at least 10 years of working on industry clusters.
- A good working experience in a developing country environment
- Must be a team player
- Possess interpersonal and good communication skills
- Have adequate knowledge of strategy development tools.
- Possess Analytical and management skills.
- Have an excellent administrative skills relating to large complex cluster development projects.
- Competence in establishing strong partnerships with the public and private sector.
- Experience in duster mapping.
- Adequate Knowledge of Nigeria, particularly of key cluster stakeholders (Public and Private) for networking, would be an added advantage.
Qualifications:
- At least Masters Degree in Economics; or Business Management.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines; Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, as revised in January, 2011. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications
A firm will be selected in accordance with the Quality Cost Base Selection (QCBS) method set out in the Consultant Guidelines
