The Government of the Federal Republic of Nigeria has received a grant from Global Environment Facility towards the cost of the Nigeria Polychlorinated biphenyl (PCBs) Management Project and intends to apply part of the proceeds for consulting services.
The scope and objectives includes: Increased awareness among key stakeholders and the general public is one of the main outcomes of this project and a key activity under Capacity-Building for POP and PCB Management. The component will address issue on awareness and involve the preparation and dissemination of materials, including TV programs/documentaries, posters and the production of brochures/pamphlets/Bill boards for the purpose of raising awareness on PCBs and other POP issues. This component is critical not only to solicit public support for sound PCB management through better understanding of environmental impact and health hazard of PCBs but also to help ensure compliance with the PCBs management framework to be established by the Government of Nigeria. The development and implementation of Information, Awareness Raising, and Communication (IAC) aims to promote safety practices and improve risk management and reduction of PCB at working and living environment through active participation of different means of mass media. In addition, the campaign would partly contribute to promote activities related to other POPs.
The Polychlorinated Biphenyls (PCBs) Management Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services as indicated above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: General experience of the firm, specific experience related to the assignment, required educational and professional qualifications of the consultants in carrying out the assignment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on information on conflict of interest related to the assignment as per paragraph 1.9 of Consultant Guidelines.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
