Assignment Title: Appointment of Engineering –Firm for the Obubra Civil Works Supervision
Reference No. (as per Procurement Plan): CR/II NUWSRP/OBUOKPES/QCB S/2014/001.
The Federal Government of Nigeria (hereinafter called “Borrower”) has received financing from the World Bank (International Development Association (IDA)) and an additional co-financing from the French Development Agency (AFD) (hereinafter called “loan”) towards the cost of the Second National Urban Water Sector Reform Project (2nd Urban Water); Cr 4086/5129 – NG and CNG 1007 04L. The Borrower intends to apply part of the AFD funds to eligible payments under the Contract for which this Request for Expression of interest is issued.
The Consultancy Services will cover Construction Supervision of the Construction of the Water Production (intake, raw water pipe and treatment plant of 6,272.m3/day). Distribution System (km of pipe of 100- 250mmm diameter pipes). House connections with meters and Reservoirs for Obubra town. The assignment shall be a time-based contract and is envisaged to run for eighteen months.
The Cross River State Water Board Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Finns should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are;
a) General experience in engineering consultancy for at least 10 years
b) Supervision of water supply system in at least 2 contracts in the last 5 years
c) Experience in a semi urban centre in a developing country
d) Availability of suitable mix of qualified personnel among its permanent staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers published in May 2004 and subsequent revisions thereof up to May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultancy Finn will be selected in accordance with the QCBS (Quality Cost Based Selection) procedure set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in May 2004 and subsequent revisions thereof up to May 2010.
One original and four copies of the Expression of Interest MUST be delivered to the address below not later than 1st December, 2014 by 1.00 pm in a sealed envelope clearly marked “Expression of Interest – 2nd NUWSRP; Engineering Supervision for Obubra Civil Works Contracts”

b) The client, Cross River State Water Board Limited is not bound to shortlist any Firm.
