Design, Supply, Implementation, and Deployment of a National Road Traffic Crash Data Management System
(NRTCDMS): PHASE I – DESIGN
The Federal Government of Nigeria has received a Credit from the International Development Association for the purposes of the Federal Roads Development Project and intends to apply part of the proceeds of the Credit to payments under the contract for Consulting Services: Design/Supply, Implementation, and Deployment of a National Road Traffic Crash Data Management System (NRTCDMS).
Objective
The objective of the Consulting Services is to help the Federal Road Safety Corps (FRSC) put in place and effectively use a suitable Road Traffic Crash Data Management System so as to improve on the quality of Road Traffic Crash Data in Nigeria. To this end, the main objective of this assignment is the customization and implementation of a web-based application, with a proven Road Traffic Crash Data Analysis Software product in addition to capacity building and training based around the new solution. It is intended to achieve this aim in two phases: Phase I – design a system to reflect the existing situation, options for improvement, design of an improved system and Phase II – supply and installation of a system and its testing and validation. The objective of this assignment is the implementation of Phase I of this project: design a system to reflect the existing situation, options for improvement, design of an improved system.
The Consulting Services are envisaged to be provided by a senior individual consultant, and it is estimated that they would require approximately 5 months of consultant’s input over a period of 6 months from the commencement date, planned to be early June 2014. Most (4 months) of the consultant input is expected to be provided in Abuja, Nigeria.
The Road Sector Development Team (RSDT) under the Federal Ministry of Works (FMW) now invites eligible individual consultants or firms to indicate their interest in providing the Consulting Services for the Design of a National Road Traffic Crash Data Management System.
Interested consultants must provide an Expression of Interest and a current CV indicating that they possess the qualification and experience to perform the services. The consultant shall nave a higher degree in civil (traffic/road safety) engineering or computer sciences or database systems, or other relevant fields with a minimum of 15 years of professional experience in the roads sector, of which a minimum of 10 years of work experience with design, implementation, or use of National Road Traffic Crash Data Management Systems. Successful experience with deploying a National Road Traffic Crash Data Management System in an emerging or developing country would be an advantage. The consultant shall have good command of English, speaking and writing, and possess good communication and interpersonal skills. If the individual consultant is proposed by a firm, only the experience and qualifications of the individual consultant shall be used in the selection process, not the firm’s corporate experience.
The consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition) through selection of Individual Consultants.
