The Federal Government of Nigeria (FGN) has applied for a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds of this credit to payments under contracts for the procurement of a firm to assist in assessing the Environmental and Social impacts of the proposed transformation project in the Middle Rima Valley Irrigation Scheme with Goronyo Dam.
The TRIMING project aims to achieve improved performance of irrigation and water resources infrastructure and institutions for higher agricultural productivity in selected irrigation schemes. The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement; Enhancing Agricultural Productivity and Support to Value Chains Development and Institutional Development and Project Management.
The scope of the consulting services shall include, but not limited to the following:
- To conduct an Environmental and Social Impact Assessment of the planned intervention in order to identify and assess their potential environmental and social impacts.
- To carry out consultations with relevant stakeholders, including potential project-affected persons (PAPs). and obtain their views and suggestions regarding the environmental and social impacts of the proposed intervention on the Goronyo dam, flood dykes, water management and agricultural services in the Middle Rima Irrigation Scheme;. The outcome of the consultations will be reflected in the ESIA report and incorporated into the project design as appropriate. The consultation with relevant stakeholders should also focus on pest management and chemical usage, hence measures for management of pest and safe handling of chemicals must be covered in the ESMP.
- Develop a spatial analysis of the area of influence of the project and prepare a base map with appropriate overlays using G IS and image treatment software (e.g. Arc View).
- To assess the capacity of existing agencies and institutions to monitor and manage the ESMP.
- To prepare and cost an Environmental and Social Management Plan (ESMP) detailing mitigation measures as well as institutional roles and responsibilities and training in the operationalization of the ESMP.
- Establish and benchmark the existing state of the environment and identify sensitive components of the existing environment within the project area and area of influence.
- Assist project design and planning by identifying those aspects of location, construction and operations, which may cause adverse environmental social, health and economic effects, including strong focus on land issues – ownership, tenure, conflict.
- Provide a detailed description and analysis of the social ore-project baseline situation as a basis for development, mitigation and future monitoring.
- Identify and analyze potential positive and negative social impacts of the proposed project, in areas such as social cohesion, conflict, and inclusion.
- Identify and provide recommendations to the project design to build on developmental opportunities.
- Identify and assess gender aspects of the project.
- Recommend measures during construction, commissioning, operation and decommissioning to avoid and mitigate these adverse effects and to enhance beneficial impacts that will be part of the ESMP.
- Identify existing and expected environmental and social regulations that will affect the development and advise on standards and targets.
- Identify any future environmental and social issues and concents which may affect the development of the project including cumulative and induced impacts.
- Identify communities on the downstream of the dam, and assess the rate of sedimentation and its impact on the downstream ecologies and their impact on the socio-economic activities of the surrounding communities.
- Provide the basis for co-operation and consultation with regulatory and non-regulatory authorities and the public.
- The ESIA consulting firm shall work in close collaboration with the firm in charge of the technical feasibility studies of the scheme. Environmental and Social safeguards officers of TRIMING Project as well as cross-reference information from the Environmental and Social Management Framework (ESMFk the Resettlement Policy Framework (RPF) and Pest Management Plan (PMP) that have been prepared and disclosed.
The study will be divided into four major parts to ensure adequate coverage and ease of potential impact evaluation: scoping report, draft report, draft final report(which will include extensive stakeholders’ consultation) and final report. This is to reduce complexity of the proposed project and ensure a comprehensive study.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:
- General experience in environmental and social impact assessment including completion of at least three reports on projects at a similar scale;
- Specific experience in environmental and social impact assessment in irrigation, water resource management or similar fields;
- Experience in carrying out ESIA for externally funded projects (e.g. AfDR WR USAID, DFID, etc,);
- Experience in Nigeria or a developing country within Africa under similar conditions.
- Experience in carrying out detail impact assessment studies.
- Independence from any firm bidding on design or construction contracts.
