Request for Expression of Interest for the Development of Mpape Market and Dawaki International Electronic/Telecommunication Market, Bwari Area Council, Abuja, on Public – Private – Partnership Basis (PPP)
Bwari Area Council is desirous to carry out a comprehensive urban reform of Mpape and Dawaki International Electronic/Telecommunication Markets within the Council area. This is expected to involve a complete renewal, upgrading/redevelopment as me case may be.
Accordingly, the Area Council hereby invites expression of interest from suitably qualified developers, investors and facility management groups/companies who are expected to be:
- Investors/managers with proven records of successful performance in building and disposing similar facilities: preferably within the project lifespan
- Finance the development of the project to completion
- Provide efficient and acceptable financial plan for 100% financing of the project
- Recover its investment at the end of the sales of the market shops
Requirement/Pre-qualifications
Interested bidders/companies/investors are required to provide verifiable evidence including, but not limited to the following:
(i) Company’s profile including ownership structure and management team, resume and telephone numbers of key personnel
(ii) Evidence of Registration with the CAC
(iii) Evidence of Registration with BAC
(iv) Tax Clearance for the last three (3) years
(v) Evidence of VAT Registration
(vi) Evidence of compliance with the Pension Reform Act 2004 (as amended)
(vii) Evidence of Registration with ITF, in compliance with the Industrial Training Fund (ITF) Amendment Act 2011
(viii) List of similar investment or projects previously undertaken by the company
(ix) An outline of the company’s approach to finance the project development i.e. financial plan for the project development
(x) Evidence of the company’s ability to raise the financial resources to develop the project
(xi) Indicate terms and conditions of the proposed project structure and agreement
NOTE:
Prospective bidders/companies are expected to:
(a) Collect the design brief from Head Works Department, Bwari Area Council, Abuja and, thereafter proceed to prepare presentation drawings which shall be vetted by the Area Council technical team. When the best scheme has been chosen, the company/bidder would then be asked to proceed with the comprehensive working drawings
(b) Improve the quality of their submissions. Therefore, prospective bidders/companies are encouraged to undertake a guided tour/reconnaissance survey of the market
Submission
All expression of interest for the market development, including all the required document, two (2) binded copies of presentation drawings and a comprehensive/detailed proposal must be Submitted on or before 21st July, 2015 and clearly marked: “Expression of Interest for Upgrading/Redevelopment of Mpape Market/Dawaki International
Electronic/Telecommunication Market” and addressed to:
Head of Works Department,
