Request for Expression of Interest for Data Management of Pension Records.
Background
Pension Transitional Arrangement Department (PTAD) was established in compliance with the provisions of Sections 30 & 31 of the Pension Reform Act (PRA) 2004 to take over the functions of three existing Pension Offices and the pension boards of all Federal Parastatals previously responsible for overseeing the management of pensions under the defined benefit scheme.
PTAO is desirous of engaging the services of a data management consulting firm to:
(1) Clean existing pensioners’ data
(2) Design an integrated database model and
(3) Consolidate pensioners’ data from various pension departments
For this purpose. PTAD invites eligible consultants to indicate their interest in providing this service.
Scope of Work
The data clean-up and consolidation project will help improve the quality of available electronic pensioner data and will merge the data unto a consolidated database structure. Interested consultants shall be able to provide data clean-up, database design, and consolidation services which will include the following;
- Collation of the data from the various pension operational departments and consolidation of the electronic data unto a centralized database.
- The consolidation should include data clean up, standardization, enrichment, removal of duplicates, transformation, and importing the output unto a consolidation database.
- Assessment of the quality of the collated data.
- Gain an understanding of the collated data characteristics, issues, and patterns through in-depth analysis.
- Design a consolidated database structure which will support the development of a validation software, a complaint resolution software, and enable analytical reporting.
- Develop a user-friendly interface for data manipulation; data entry, updating, and retrieval.
- The user interface should support Firefox and Google Chrome.
Submission of expression of Interest
Interested consultants should express their interest by providing detailed company profile indicating the following.
1. Certified true copy of certificate of incorporation.
2. Certified true copy of MEMART (Memorandum & Article of Association).
3. Tax Clearance Certificate for the last three years covering 2010, 2011 and 2012
4. Certificate of Compliance issued by the National Pension Commission as evidence of fulfilling the employer’s obligation to employees with respect to deduction and remittance of pensions.
5. Evidence of payment of training contributions to Industrial Training Fund (ITF).
6. Evidence of Registration with Financial Reporting Council of Nigeria (FRC).
7. Certified true copy of particulars of directors.
8. Certified true copy of 3 years Company Annual Returns submitted to Corporate Affairs Commission
9. Evidence of Value Added Tax (VAT) registration and remittance of VAT, With-holding tax (WHT) and Pay As You Earn (PAYE).
10. 3 years (unabridged) Company Audited Annual Report FOR 2009, 2010 4 2011 and duly stamped by a registered Auditor. (Note that account statements will be compared with submitted tax clearance certificates)
11. Comprehensive company profile indicating history, organisational structure, area of specialisation, key competencies and resources.
12. Full detail of management team with CV of key personnel and professional staff proposed to be deployed for relevant project as appropriate, (please indicate where available, evidence of membership of professional bodies)
13. A sworn declaration that the firm and/or consortium nor any of its management staff has any relationship with the Commission and its own management staff. In the event that such relationship exists, it should be clearly indicated in the affidavit.
14. Evidence of corporate membership of relevant professional body(ies)
15. Summary list (with short description) supported with verifiable documentary evidence of similar and other jobs successfully executed within the last three years. Such evidence shall be in the form of valid and verifiable letters of contract award, contract agreement and completion certificate.
Method of Submission
Interested consultants shad submit one original and four copies of the expression of interest marked “EOI for Data Management Consultancy Services” at the top right corner of a sealed envelope and should be addressed and returned to the address stated below not later than Friday 23rd May, 2014 at 12.00noon
