Request For Expression of Interest (EOI) for Operation, Maintenance & Management of Skills Acquisition Centres in the Niger Delta Region
1.0 Background
The Ministry of Niger Delta Affairs invites Expression of Interest (EOI) from reputable Consultancy firms with requisite expertise and experience in the Operations, Maintenance and Management of Skill Acquisition Centres.
The Federal Government of Nigeria in fulfilling part of the transformation agenda for the Niger Delta Region has established nine Skill Acquisition Centres located in (Akwa-Ibom, Abia, Bayelsa, Cross River, Rivers, Ondo, Imo, Edo, and Delta States). To facilitate accelerated and sustainable specialized vocational skills training in these fields of Oil and Gas, Commerce, Tourism & Entertainment, Dredging & Marine studies and Agriculture.
These centres are at completion stage and the Ministry is desirous of engaging reputable companies, who will provide vocational skills acquisition training, maintain the facilities and manage each centre efficiently in other to achieve Government objectives.
2.0 Scope of Work
The scope of works shall include:
- Operational management of the Centre to provide vocational skills training in the specialty designated for the particular centre according to the curriculum provided by the Ministry,
- Facilities maintenance & management of the Skills Acquisition Centre to ensure optimal utilization of installed capacity as a self sustaining facility.
- Provision of educational resource for capacity building for the training of Niger Delta youths in the designated vocation.
- Any other programmes required for the accomplishment of government objectives in the Niger Delta region.
3.0 Qualification Requirements
Interested and competent consultancy firms are required to submit necessary documents along with the company’s profile which must include but not limited to the following documents:
- Evidence of capacity to provide vocational skills training programme in the Niger Delta area,
- Evidence of similar training programmes carried out in last three years,
- Evidence of incorporation of the company with Corporate Affairs Commission. (CAC).
- Evidence of current Tax Clearance Certificate. (2010. 2011, 2012).
- VAT Certification/Remittance.
- Current Company Audited Account for the past three (3) years,
- Evidence of Key professional and Technical staff competence including CV and copies of relevant certificates.
- A one page brief on the proposed methodology for the management of the centre
- Evidence of financial capability and banking support
- Clear indication of Head Office address.
- Sworn affidavit that none of the company’s Director is an ex-convict
- Sworn affidavit that the company is not in receivership or bankrupt
- Sworn affidavit that no staff of the Ministry of Niger Delta Affairs is a Director of the company
- A sworn affidavit to the effect that the company is capable of carrying out the services in the Niger Delta Region,
- Evidence of PENCOM. Registration/Remittances,
- Evidence of registration/remittance in Industrial Training Fund (ITF).
- The interested lease holder must provide evidence of affiliation or working relationship with institutions that are nationally and internally accredited and recognized.

4.1 Deadline for Submission
Qualification document must be submitted to the MTB Secretariat Annex, Room 4A- 317, 3rd Floor, Federal Secretariat Phase 1, on or before 12 noon, 10th March 2014. All submitted bids will be open publicly by 12 noon same day at the SGF Conference Room Ground Floor Federal Secretariat Phase 1.
5.0 Note:
(i) Response to this advertisement shall not oblige the Ministry of Niger Delta Affairs to consider any firm for qualification,
(ii) All costs incurred as a result of response to this advertisement and any subsequent request for information shall be borne by the responding firm,
(iii) Only short-listed companies will be engaged further for submission and presentation of Outline Business Case (OBC)
(iv) All prospective bidders should please note that the new deadline for submission is 10th March, 2014 and NOT 24th February 2014 as earlier published in Vanguard and Daily Trust publication of 3rd February 2014.
