Request for Expression of Interest (EOI) for Updating National Water Supply & Sanitation Database
This request for Expression of Interest (EOI) follows the General Procurement Notice (GPN) for the above Project that appeared in the dgMarket of June 2, 2004 and the United Nations Development Business issue no. 633 of June 30,2004.
The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) for the implementation of National Urban Water Sector Reform Project (NUWSRP). Part of the proceeds of the credit will be applied to finance consultancy services and technical assistance for updating the water supply and sanitation database that was established in 2007.
Objectives
The objectives of the assignment are to update the national water supply and sanitation database and strengthen the platform for tracking the progress of water supply and sanitation sub-sector in the country.
The Scope of the Service will include but not limited to the following:
a. Identifying and collecting data on status of water supply & sanitation service modes in Local Government Area of the 36 States using a standardized questionnaire;
b. Identifying any on-going water supply & sanitation project, the promoter and the expected date of completion;
c. Verifying the data collected for quality, clarity, accuracy and consistency; and making relevant field returns to the Project Coordinating Unit in Abuja.
d. Develop/strengthen the capacity at the state-level for regular update of each state water supply and sanitation database.
Submission of Expressions of Interests (EOIs)
The Federal Ministry of Water Resources now invites eligible individual consultants, firms, NGOs or CBOs to indicate interest in providing the above-mentioned services.
The Consulting firm/NGO/CBO must satisfy the following criteria to qualify for a short list:
(a) Possession of adequate expertise and experience in similar services in any of the last 10years
(b) Possession of qualified and experienced personnel (technical and administrative) to carry out the assignments.
(c) Possession of adequate logistic resources (vehicles, computers, IT and other office equipment) to carry out the assignments;
(d) Good understanding of local culture and language of the zone of interest;
(e) Submission of evidence of the firm’s registration;
(f) Submission of tax clearance for Years 2010-2012;
(g) Submission of audited financial statement for 2010-2012.
Interested Firms must provide adequate information indicating that they are qualified to perform the services and indicate the preferred geo-political zone for the assignment.
One original and two copies of the Expression of Interest must be delivered to the address below not later than April 9, 2014 by 12.00noon in a sealed envelope clearly marked “Expression of Interest for Updating Water Supply and Sanitation Baseline Data (Geo-political Zone)”.
The assignment will be awarded to the successful consultants per geo-political zone on Quality and Cost Based Selection (QCBS), in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in January 1997 (revised September 1997, January 1999, May, 2002 & May, 2004 and 2011).
