This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
As part of Governments commitment to transformation of the Nigerian socio-economy landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that targets states with acute gully erosion. The project is involving many Federal and State Ministries, Departments and Agencies (MDAs), Local Governments, communities and civil Societies who are responsible for Planning, economy, finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of the Nigeria Erosion and Watershed Management Project.
The Edo State Project Management Unit of the Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for the engagement of household and community rain water harvesting consultant for the Oshiobugie gully erosion control site in Auchi, Edo state to reduce vulnerability to soil erosion in targeted sub-watersheds with actions to stabilize and rehabilitate major erosion prone sites by addressing rain water which is the underlying cause of erosion using conventional & structural techniques.
OBJECTIVES
The consultancy firm is to provide technical support/capacity building to the project in the affected watershed areas. The support includes but not limited to: (i) State Project Management Units (SPMUs); (ii) State Engineering Design and Supervision Firms (SEDSFs); (iii) Umbrella NGO (UNGO); (iv) Focal NGO (FONGO) and (v) those agencies responsible for Environmental Management Plan (EMP) formulation and implementation for major gully control/rehabilitation sub-project sites.
Specifically the firm will provide the following scope of services:
1.0 SCOPE OF SERVICES
The general scope of this assignment is to conduct the feasibility studies and detailed engineering de-sign for the construction and supervision of water harvesting structure in order to achieve the core objectives of this assignment, the rainwater harvesting consultants will develop a work plan and provide qualified and skilled personnel with experience to ensure the completion or the tasks listed below in a manner consistent with international best practice and standards adopted for NEWMAP.
(1.1) The Specific scope of the assignment will include but not limited to the following:
(1.1.1) Prepare feasibility studies including comprehensive engineering survey and hydrometeorological study of the location as well as entailing cost Assist the SPMU in overall plan for rainwater conservation and utilization to be adopted for site designs.
(1.1.2) Develop both rainwater and runoff water harvesting techniques for the sub-watershed areas.
(1.1.3) Develop water harvesting training manual/maintenance guide and conduct training for households in the community.
(1.1.4) Design and prepare working drawing of appropriate rainfall collector and water storage facilities, including Bill of Engineering Measurement and Evaluation for the construction of the rainfall collector and water storage facilities.
(1.1.5) Engage all STAKEHOLDERS within the sub-watershed catchment area in the adoption and utilization of conventional water harvesting techniques that would reduce soil degradation due to uncontrolled and utilized runoff.
(1.1.6) Recommend on the appropriate institutional implementation structures, criteria for selection of benefiting household, community and the disbursement plan.
1.2 Other services include
(i) ensure the technical aspects of rainwater harvesting management techniques are in harmony with the engineering designs so that SPMUs can effectively implement the water harvesting techniques;
(ii) liaise with the SPMUs and UNGO/FONGO to ensure the community is sensitized on the utilization of the techniques;
(iii) ensure that the contractors build according to design specifications;
(iv) provide reports including designs and drawings for the site location for approval and to be adopted by the SPMU;
(v) support the SEDSF, on behalf of the PMU, to supervise construction of the structures within the sub-catchment area;
(vi) Provide manuals and maintenance guidelines for dissemination/awareness by the FONGO on the utilization of the water harvesting techniques for purposes of agricultural cultivation, vegetation cover and conventional uses.
(vii) Provide for capacity building for SPMU and other relevant and participating MDAs
The consulting firm will be hired for a period of Six (6) months to provide the services.
Submission of Expression of Interests (EOIs)
Edo State Nigeria Erosion and Watershed Management Project (Edo-NEWMAP) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are(i) Evidence showing the fields of specialty of the firm(profile/brochures)(ii) Evidence showing that the firm is a legal entity(certificate of registration), (iii) Evidence of registration with relevant authorities and professional bodies. (iv). Evidence showing the technical and managerial capabilities of the firm in the field of assignment (v) Experience of working in a similar geographical region, (vi) Description of similar assignments and general Experience of the Firm(s) in Consulting Services relating to Water Harvesting during the last 4 years, (For each previous project performed, the consultant must provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources) (vii) Availability of Professional Key Staff with Suitable Qualifications in the field of assignment, (viii) Brief description (not more than 2 pages)of the proposed Methodology of carrying out the scope of the work.

Consultants-NGOs may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant’s Qualification CQS method set out in the Consultant Guidelines.
