Request for Expression of Interest (EOI) for Provision of End-User Devices and Electronics at Selected Universities and their Respective Medical Colleges/Teaching Hospitals under the (UNLCC) Project
Background:
The Universal Service Provision Fund (“the USPF”) was established to facilitate rapid achievement of national policy goals for universal service and universal access to Information and Communication Technologies (ICTs).
The mandate of the USPF is to facilitate the widespread availability and usage of network services and application services throughout Nigeria by providing funding for the provision of network facilities, network services and application services to rural, unserved and underserved areas or to underserved groups. For the past 5 years the USPF has been implementing various ICT projects in Secondary Schools, Universities and other Tertiary Institutions in the country.
Currently the USPF is providing Optic Fibre Cable (OFC) to connect 17 selected Universities to their corresponding Teaching Hospitals and Medical Colleges in order to complement the Nigerian Research and Education Network (NgREN) initiative of the National University Commission (NUC).
In order to enhance the above, the USPF desires to provide relevant electronics and other peripherals such as video conference facilities, Smart classroom equipment, data centres and other associated devices that will optimally utilise the links to enable seamless communication between universities main campuses their teaching hospitals/medical colleges across the country.
To this end qualified interested companies are hereby invited to submit Expression of Interest (EOI) to supply, install and provide solutions/services for the realization of the above objective.
2. Eligibility Criteria
All EoI must strictly adhere to the under listed conditions by submitting relevant documents to evidence their qualification for participation.
a) Specific Conditions:
Interested qualified companies shall be required to demonstrate the following minimum competencies:
i Experience in supply, installation and management of high-end electronic devices.
ii. Evidence of relevant technical experience with reference to similar projects deployed over the past 3 years. (please attach letters of reference from at least 3 Nigerian institutions or companies indicating the type and value of work done)
iii. Must be a structured company that posses both human and material resources such as equipment, infrastructure and have in place an organized multiple teams to execute the project within the contract period.
b) General Conditions:
i. Evidence of incorporation and or registration with Corporate Affairs Commission. Companies must enclose Certified True Copies of the certificate of incorporation and form CO7.
ii. Submit Certified true Copies of the Articles and Memorandum of Association of their Company, which must show that the Company has ICT related activities as part of its objectives.
iii. Must have three year Tax Clearance certificates (2010,2011 and 2012).
iv. Evidence of Value Added Tax (VAT) registration certificate and past remittances.
v. Audited accounts for the last three years.
vi. Provide verifiable evidence of financial capacity to execute the project.
vii. Show evidence of similar works.
viii. Company profile and organizational structure, including names and resume of key personnel and technical staff with addresses and phone numbers.
ix. Evidence of compliance with Pension Act 2004 including evidence of remittances and ITF contribution.
3. Deadline for Submission of Proposals
The Expression of Interest (EoI) should be submitted in a sealed envelope clearly marked USPF EoI-UnlCC-Elect – at the top right corner with name of the company clearly printed on the reverse side of the envelope and must be hand delivered not later than Thursday November 14th 2013 by 5.00 pm to the following address:

b. This advertisement is not an invitation to tender as full tendering procedures will be applied only to firms that meet the prescribed specifications above.

d. USPF is not obliged to shortlist any firm and reserves the right to annul the process at anytime without liabilities on its part or proffering any reasons for the annulment.
