IT Effectiveness, IT Organizational Review, Skills & Technology Audit
1.0 Introduction
Federal Road Safety Corps is the lead government agency with statutory responsibilities for road safety administration in Nigeria. Founded in 1988, the Corps operates in all Nigerian states as well as the Federal Capital Territory. The statutory functions include: Making the highways safe for motorists and other road users, recommending works and infrastructures to eliminate or minimize accidents on the highways and educating motorists and members of the public on the importance of road discipline on the highways.
1.1 Objective and Scope of the Assignment:
The objective of the consulting service is to help the Federal Road Safety Corps carry our an effective IT organizational review covering the skills of its IT Staff, supporting technologies that enable the FRSC achieve its objectives and the necessary governance required to ensure sustainability. The objective being driven by the FRSC is to put in place an effective and sustainable IT Organization. To this end, interested highly skilled and competent IT consultants who are capable of providing an effective framework that can enable FRSC’s IT organizational transformation are hereby invited to indicate their interest.
2.0 Eligibility Criteria:
The interested firm must demonstrate the following capabilities in order to exhibit strength and understanding of what the FRSC wants to achieve:
2.1 An understanding of the executive priorities for IT and must be capable of demonstrating this against various IT executive layers across the organization
2.2 An understanding of the expectations of a highly effective IT organizations – must be capable of rationalizing this across stakeholders, cost, risk and value
2.3 Interested firms must highlight their IT effectiveness framework and how this framework can contribute to helping FRSC diagnose any gaps in its IT organization
2.4 The firm must provide an approach for assessing the following:
- IT Strategic Alignment
- IT Governance
- IT Operations, and
- IT Performance
2.5 In the event that the FRSC undergoes a major programme transformation for its IT function, the interested firm must show its major programme transformation methodology and highlight: requirements, business engagement, readiness, architecture, transformation management & PMO and business process
2.6 The firm must be able to demonstrate its understanding of FRSC’s key technologies including identity management and large data management.
2.7 Finally, the firm must be able to discuss emerging technologies and how those key technologies can add value to the FRSC’s mandate and standard operating procedures
General Requirement:
Interested firms are required to submit the following documents:
- Evidence showing that the firm is a legal entity (certificate of registration) with Corporate Affairs Commission
- Full Company’s Profile
- Evidence of filing of Annual Returns
- Curriculum Vitae of key personnel showing experience and technical qualification
- Tax Clearance Certification for the last three (3) years
- VAT registration certificate
- Firm’s audited account for the last three (3) years.
- Bank reference
- Evidence of at least three (3) similar projects carried out for large corporate/public sector institutions within the last 3 years
- Evidence of payment of training contributions to Industrial Training Fund (ITF)
- Evidence of possession of a current valid Computer Professionals Registration Council of Nigeria (CPN) license
