Request for Expression of Interest Consultancy Service on Pilot Global Fuel Economy Initiative (GFEI) in Nigeria
1. Introduction:
Thu National Automotive Council (NAC) in conjunction with United Nations Environment Programme (UNEP) wishes to carry out a Pilot Global Fuel Economy Initiative (GFEI) in Nigeria. The objective of the programme is to reduce localized air pollution and greenhouse gas emission through the promotion of cleaner, fuel efficient vehicles.
2. Scope of Work
(i) Carry out vehicle inventory status in Nigeria.
(ii) Review existing government regulations and incentives to promote cleaner and fuel efficient vehicles, e.g. on emission, taxation, inspection, catalytic converters etc.
(iii) Review current emission standards, enforcement and control system and recommend new standards and enforcement mechanisms.
(iv) Carry out analysis of various policy interventions to promote fuel efficiency and policy options for Nigeria; and
(v) Hold national workshop to present findings.
3. Eligibility Criteria
The Council now invites eligible consultants to indicate interest in providing the above services. Interested consultants must provide detailed information showing their ability to perform the services required, and submit the following:
(i) Evidence of registration with Corporate Affairs Commission
(ii) Tax clearance certificate for 3 years: 2010 2012
(iii) Company’s audited account and Annual turnover for 3years: 2010 2012
(iv) Evidence(s) of compliance with the provisions of the Pension Reform Act 2004
(v) Evidence of Industrial Training Fund (ITF) registration/contribution
(vi) Evidence of registration with Financial Reporting Council
(vii) Evidence of registration with relevant professional bodies
(viii) Evidence of similar (s) job done during the past three years (2010 2012) (ix) A comprehensive company’s profile, evidence of technical competence, urriculum vitae of Principal Technical Officers, academic and professional qualification.
(x) Evidence of financial strength, credit worthiness and readiness to instruct bankers to supply financial information on the company as may be required
4. Submission of Pre-Qualification Documents
The expression of interest should be submitted in sealed envelope clearly Marked pre-qualification for “Consultancy Service on Pilot Global Fuel Economy Initiative (GFEI) in Nigeria” on the left hand corner and must be delivered to the address below on or before 12.00 noon, Tuesday, 18th February, 2014. The submissions will be opened immediately following the deadline for submission at the Conference Room of the Council. Non-Governmental Organisation, relevant Professional Association and the general public are hereby invited to witness the opening.
