Name of Project: Transforming Irrigation Management in Nigeria (Triming) Project

The Federal Government of Nigeria (FGN) has applied for a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds of this credit to payments under contracts for the procurement of Services of Internationally recognized Individual Dam Safety Experts who shall work in a Committee of Experts as a Panel of Experts to review and advise on matters relating to dam safety and other critical aspects of the dams, their appurtenant structures, the catchment areas, the area surrounding the reservoirs and their downstream areas. The Panel of Expert terms of reference may also cover such areas as review of technical design for the rehabilitation works. The seven dams are Bakolori, Zobe, Goronyo, Tiga, Dadin-Kowa, Hadejia Barrage, Challawa Gorge and Ruwan Kanyan Reservoir. They will periodically monitor the rehabilitation works and the initial preparation for the reservoir operation procedures. The World Bank Dam Safety Policy is given in Section B below.
The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria. The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement: Enhancing Agricultural Productivity and Support to Value Chains Development and Institutional Development and Project Management. The implementing Agency for the Borrower (Government of Nigeria) is the Federal Ministry of Water Resources (FMWR). The FMWR has appointed a Project Management Unit (PMU) to manage all aspects of procurement, management, payments and disbursement applications for the Project.
(B) Operational Policy 4.37- Safety of Dams
Need for a Panel of Experts. Bank support for all new or existing irrigation projects served by new or existing large dams require that the dam’s safety conforms to the requirements of the Bank’s Operational Policy (OP) 4.37 and are implemented from the Project preparation to its Loan closure by attached hereto. When substantial remedial works are needed, the Bank requires that (a) the work be designed and supervised by competent professionals; and (b) the same reports and plans as for a new Bank-financed dam be prepared and implemented. Annex A to BP 4.37 mandates that, even for existing dams serving an irrigation project, four Plans are prepared and ready for updating, as necessary, during construction and commissioning of remedial works for the dams. These Plans are: (i) Construction Supervision and Quality Assurance Plan: (ii) Instrumentation Plan: (iii) Operations and Maintenance (O&M) Plan; and (iv) Emergency Preparedness Plan. For high-hazard dams involving significant and complex remedial work, the Bank requires that a panel of independent experts (PoE) be employed to undertake reviews of the investigation, design, and construction of the dam’s remedial works and the post-rehabilitation start of its reservoir operations.
Composition of the PoE and its Modus Operandi An (OP) 4.37 PoE consists of three or more experts, appointed by the Borrower and acceptable to the Bank, with expertise in the various technical fields relevant to the safety aspects of the particular dam or dams. The number, professional breadth, technical expertise and experience of PoE members are to be appropriate to the size, complexity, and hazard potential of the dam under consideration. For high-hazard dams, in particular, the PoE members should be internationally known experts in their field and therefore must be nationally/ internationally recruited where necessary for each type of expertise required. The primary purpose of the PoE is to review and advise the Borrower on matters relative to dam safety and other critical aspects of the dams, its appurtenant structures, the catchment area, the area surrounding the reservoir, and downstream areas. However, the Borrower normally extends the Panel’s composition and terms of reference beyond dam safety to cover such areas as technical design and/or construction procedures requiring for complex associated works, especially where such works are to be undertaken for existing dams providing normal daily water deliveries.
The Borrower contracts the services of the PoE and provides administrative support for its activities. Beginning as early in project preparation as possible for an existing dam, the Borrower arranges for periodic Panel meetings and reviews, which continue through the investigation, design, construction, and also initial filling (if the remedial works require emptying of the reservoir) and operational start-up phases. The Bank normally sends an observer to PoE meetings and. after each meeting, the PoE prepares and submits a written report of its conclusions and recommendations, signed by each participating member. Following the completion of the works or refilling of the reservoir and start-up of the dam, the Bank reviews the Panel’s final findings and recommendations with respect to the safety of the dam. If no significant issues pertaining to reduction of safety risks and sustained normal operation (or the filling and start-up of the dam), the Borrower may disband the dam’s PoE.
Such cases may arise far existing earth dams due to construction of: (i) a foundation cut-off (e.g. for Goronyo dam) or (ii) an auxiliary spillway on the embankments of an existing earth dam (e.g. for Bakolori & Zobe dams)
(C) PoE Recruitment and Implementation
The PMU intends to recruit a pool of experts for each area of expertise required that are willing to serve on the PoEs for each dam. A draft framework Contract will be sent to selected candidates describing the terms of their appointment, negotiated fee, how their visits will be arranged and paid etc. The PMU will be responsible for their air tickets, hotel accommodation, per diem expense, land and air travel in Nigeria. It will also arrange rooms for PoE meetings.
PoE work in Nigeria is expected to last about 3 to 4 weeks for the seven dams. Prior to each initial design review meeting, each dam’s PoE members will receive copies of all reports and a specific Terms of Reference (ToR) for the individual mission. Dams design drawings will be made available to the PoE at the start of the Mission in Nigeria. If possible, the Consultant’s Team Leader or his dam expert will be available to answer PoE questions, representatives of the FMWR Dams and Reservoir Operations Dept. will attend all technical meetings. Each dam PoE team will choose a panel member to serve as its spokesperson and undertake the management of report preparation for each mission.
(D) Qualifications of Required Experts
The PoE expertise required would include, inter alia, the following specialists with construction and existing dam rehabilitation and improvement experience: (i) geotechnical investigations and design; (ii) hydro electro-mechanical hydrologist
All interested candidates are expected to have a good comprehension of English in general and, an ability to write an English technical note contribution for the mission report in particular. The PoE should possess sufficient knowledge of International Standards (such as ICOLD) and best practices in their respective field as well as adequate experience of working for dam projects funded by International/bilateral agencies. The requisite professional qualifications of these experts are as follows:
(1) Geotechnical Engineer
A highly experienced Geotechnical Engineer with around 25 years or above work in the geotechnical aspects of design, construction, operation and maintenance of dams, inclusive of remedial works for existing dams. He Should be recognized
internationally on the basis of his consulting assignments, technical papers and membership in professional associations. He should be capable of assessing a dam’s complex geotechnical condition affecting its safety and, prepare an assessment report of his findings and recommendations including proposals for supplementary geotechnical and geophysical field investigations. An understanding of geotechnical modeling software and geotechnical failure risk analysis is desirable.
(2) Hydro Electro-Mechanical Expert
A highly experienced Mechanical Engineer with around 25 years or above especially in the dam development and rehabilitation including design, installation, operation and maintenance and replacement of dam Hydro Electro – Mechanical equipment, appurtenances (gates, valves, lifting equipment, pipe systems, etc.) and associated mechanical-electrical control systems. He should be recognized internationally on the basis of his consulting assignments, technical papers and membership in professional associations. He should be capable of critically assessing the condition of equipment, proposing specifications and methods of equipment replacement and preparing a report of his findings and recommendations.
(3) Dam Remedial Works Design and Construction Specialist
A highly experienced Civil Engineer with around 25 years of work on construction and management of dams in general with particular experience in remedial works for large dams. He should have first-hand experience in planning and managing construction programs, complex construction works such as grouting technologies for cut-off walls, coffer dams and similar works for existing dams in particular. He should be updated on current construction equipment, methods and technologies, Prior consulting experience and dam review experience is an asset
(4) Operational Hydrologist/Hydraulics Specialist
An experienced engineer/hydrologist specializing in operational hydrology of national and/or international repute with at least 20 years work experience. This experience should include: processing and review of raw hydrometric data; analysis of extreme rainfall and river flow statistics: preparation of river flow hydrographs and flow-duration curves for use in deriving reservoir rule curves; rainfall-runoff simulation of river flow under conditions of inadequate flow records for determination of extreme low frequency inflow hydrographs for dam reservoirs: reservoir operational modeling to determine extreme spillway discharges; river channel flow modeling to determine overbank flooding from extreme spillway discharges; dam break modeling as well as review of hydraulic design, such as spillways, stilling basins, outlet works, etc.
(E) Consultant EOI
Interested Consultants should submit their Curriculum Vitae (CV) with copies of engagement letters supporting information that the CV demonstrates that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:
(a) General experience in area of expertise listed above on project/scheme in Nigeria or elsewhere at a similar scale;
(b) Specific experience in /of particular area of expertise in dams, water resource management or similar fields;
(c) Experience with Panel of Experts for Dams externally funded projects (e.g. AfDB, WB, USAID, DFID, etc.)
(d) Experience in Nigeria or a developing country within Africa under similar conditions.
