- INTRODUCTION:
The Federal Ministry of Environment in collaboration with United Nations Development Programme (UNDP) wishes to engage a consultant to carry out the “Review and Alignment of the Drought and Desertification National Action Plan (NAP) in line with the 10 Year Strategy Plan (10YSP) of the United Nations Convention to Combat Desertification (UNCCD)”.
- OBJECTIVES: The objectives of this exercise will be to enable Nigeria align its NAP with the UNCCD 10YSP and national development frameworks towards:
(I) improving coordination between the different sectors and institutions for the implementation of integrated action for the fight against desertification
(II) strengthening UNCCD reporting and review process in the country, and
(III) Enhancing national capacity to mobilize international and national resources, both technical and financial, for investment in Sustainable Land Management (SLM) activities.
- Scope of Assignment:
Main outputs expected from the exercise include:
(I) Review and stocktaking of implementation of the existing NAP to raise stakeholders’ awareness on SLM issues at national and state levels.
(II) National capacity (human and scientific) for NAP alignment, through training and SLM baseline and indicator development strengthened.
(III) Policy and institutional framework for NAP alignment and implementation established.
(IV) Revised NAP aligned with 10-Year Strategy Plan of UNCCD.
(V) Financial diagnosis and mapping of existing financial flows for NAP implementation and SLM at national and state levels, including economic valuation of Desertification, Land Degradation and Drought (DLDD) conducted.
(VI) An Integrated Financial Strategy (IFS) for SLM, including identification of investment priorities and budgeted targets, prepared.
(VII) Action plan for UNCCD/NAP implementation monitoring and reporting] developed.
(VIII) National report on UNCCD 10YSP/Revised NAP alignment submitted to UNCCD
- The EOI Document Should Be Accompanied With The Following:
- Certificate of registration with Corporate Affairs Commission (Limited Liability only).
- Company’s current tax clearance for the last three (3) years (State Tax Identification Number-TIN).
- Provide details of company’s profile including Curriculum Vitae of 5 most important staff and other resources.
- Evidence from the company’s bankers as to its financial capacity/bank support to undertake the works, if awarded.
- Names and email address and phone numbers of contact persons.
- Additional Information:
- Notwithstanding the submission of tender data, the Federal Ministry of Environment is neither committed nor obligated to include your company or any bid list or award any form of contract to your company or agent,

6. Submission Deadline:
This bid document must be submitted not later than 23rd June, 2014 in sealed envelope marked “CONFIDENTIAL” on the top left corner and written: EOI “Review and Alignment of the Drought and Desertification National Action Plan (NAP) in line with the 10 Year Strategy Plan of the United Nations Convention to Combat Desertification (UNCCD)”. Late submission will be rejected.
